Description
REQUEST FOR CAPABILITY INFORMATION The US Army Expeditionary Contracting Command-Europe (ECC-E), 409th Contracting Support Brigade (CSB), seeks information concerning contractor interest and capability for satisfying a possible requirement for Guard Services. A firm requirement has not yet materialized, but ECC-E is researching industry interest and capability for use in developing an acquisition strategy in the event a requirement is identified. The Government does not intend to pay for the information requested, nor does this inquiry constitute an intent to do business. Interested contractors should submit a response indicating their interest and answering the questions outlined below. Response is requested by close of business 21 Oct 2008, to the attention of marilyn.g.jackson@eur.army.mil and kenneth.gunn@eur.army.mil. Please send responses to both e-mail addresses. Details of Prospective Requirement Type of services: Physical Security Guard Services. Protect equipment and personnel at site to meet SSL-A (Security System Level A) requirements. Monitor security sensors (when available) and have personnel positioned to perform the security functions required to protect the site. Provide and maintain equipment for their security force to execute their tasks. The contractor must arrange for shipment of this equipment to the site. Hypothetical scenario includes an interim site with no automated security system, followed by a permanent operational site with a variety of electronic security sensors. In addition to security personnel, there may additional personnel (no more than 50) performing on site per shift. Personnel qualifications: Trained US National personnel with SECRET clearances, trained in accordance with DoD and US Army standards, and compliant with all training standards in SD 538-2 prior to reporting for duty. One person per shift must be capable of speaking local language at a conversational level. Designated as security forces personnel in accordance with applicable reference documents c, d, and e. Defined to be contingency contractor personnel as described in reference document c. The contractor shall comply with all portions of reference c related to contingency contractor personnel. Antiterrorism / Force Protection (AT/FP) requirements apply. The contractor shall provide written certification that all security force personnel are allowed to possess weapons under US law, e.g. no violations of the Lautenberg Amendment, no felony convictions. Theoretical staffing: Estimated 16 security force personnel per shift until tactical sensor systems are operational, then 7 security force personnel per shift until permanent sensor systems are operational, then 5 security force personnel per shift. Services required at site on 24x7x52 basis. Higher Force Protection conditions (FPCON) would require increased shift manning on a surge basis of 4-6 security personnel per shift to cover increased threats. On-site management / supervision of the security force and each work shift. Specific Questions to be Addressed 1.Do you have an existing US Government contract you believe might have scope sufficient to address this requirement? If yes, please describe the contract services in general terms, and identify the agency, contract number, period of performance, and contracting officer name/phone number. 2.Identify relevant history you have performing this type of service in the target country and elsewhere. Provide identifying contract numbers and customer POC information. 3.Does your firm have any existing resources performing this type of services in the target country? If yes, what is the possibility of diverting resources to perform against this requirement? Please describe the likely number of personnel that could be made available, and an estimated period of availability. 4.Do you have resources elsewhere that could be made available immediately to perform against this requirement? If yes, please identify the likely number of available personnel and any conditions on their availability. 5.In general, do you have the capability to deliver the theoretical staffing level? Would you expect to hire and train new employees, or do you expect to have access to an existing pool of trained personnel? What mobilization period would you require in order to perform against this requirement (i.e., when could you start)? 6.Do you envision any special logistical needs you would require the US Government to satisfy in order to perform against this requirement? 7.What obstacles do you envision that could prevent you from performing in the target country? For example, do you anticipate any issues regarding weapons permitting or possession or use, rules on use of deadly force, personnel visa or entry requirements, SOFA issues, or other matters of concern?
