Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to enter into sole source negotiations with Knight Aerospace Products Inc., San Antonio Texas to procure Peculiar Support Equipment (PSE) for the P-3, T56A-14 engine under their P3 General Support Equipment (GSE) License and Agreement No. A-02-272 with the Lockheed Martin Aeronautics Company. This procurement has a requirement of FOB Destination ten (10) weeks after date of award for a total quantity of ten (10) each, Quick Engine Change (QEC) Dolly, P/N 20054-1. The QEC Dolly, 20054-1 can support transporting the complete P-3 T56A-14 engine assembly by the engine mounts at high towing speeds of above 15 miles per hour without any damage to the engine and engine components. The Government does not own the technical data for this proposed acquisition requirement nor does it own the specifications or drawings which are proprietary to Knight Aerospace Products, Inc. as manufacture of the QEC Dolly, 20054-1 and is the only known firm possessing the knowledge, experience, and technical expertise necessary to fulfill the Navy’s full requirements. NAWCADLKE intends to procure these items under the authority of 10 USC 2304 (C) (1), as implemented in FAR 6.302-1. All responsible sources are encouraged to submit a proposal, which may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. See note 22.
