- Description The Defense Information Systems Agency (DISA), Net-Centric Enterprise Services (NCES) Program Management Office (PMO), in coordination with DISA's Defense Information Technology Contracting Organization (DITCO), is developing a strategy for acquiring the NCES Managed Collaboration Services on both the classified (SIPRNet) and unclassified (NIPRNet) networks. The Collaboration services shall be based on commercial open standards, be web-accessible, support both Common Access Card (CAC) and userid/password authentication, and support single sign-on from the NCES user access capability, Defense Knowledge Online. The Collaboration service shall be scalable, configurable, and customizable to support users in high-bandwidth/high availability and disconnected, intermittent, and low-bandwidth tactical environments. The vendor shall provide a commercial collaboration capability where the Government only pays for actual usage. The services provided will be governed by service level agreements (SLAs) between DISA and the service providers. Contractors will be required to support a minimum of Secret security clearance and proposed managed services will be required to achieve "Authority to Operate" (ATO) in accordance with DODI 8500.2. DISA will be conducting Market Research as part of the acquisition planning phase. Interested vendors should reference the attached NCES Collaboration draft Requirement Document and questions, which are attached to this RFI. The draft Requirements Document and questionnaire are provided to help prepare industry and solicit industry feedback. Industry Day: Details regarding this acquisition will also be available during the NCES Industry Day to be held from 1:00 to 5:00 p.m. on 12 November 2008 at 5275 Leesburg Pike, Falls Church, VA 22041 (Skyline Seven Conference Room 1N47).
