- NAICS Code: 541380 The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR 6.302-1, with IDEXX, Inc. for the IDEXX, Inc. Filta-Max Xpress Automated Elution Station and consumables consisting of the following items:1.Pressure Elution Station2.Sampling Kit3.Housing with fittings4.Outlet Diverter5.Compressor 110V6.Filter Modules EPA Method 1623 (consumables) The IDEXX Filta-Max Xpress Automated Elution Station has undergone the US EPA's Alternate Testing Procedure under EPA Method 1623 and is accepted for use in approved LT2 Laboratories. US EPA Office of Ground Water and Drinking Water, Technical Support Center uses this method when evaluating proficiency testing samples for the LT2 program. Several LT2 laboratories have purchased the IDEXX Filta-Max Xpress Automated Elution Station, and as a result, US EPA Office of Ground Water and Drinking Water, Technical Support Center requires the IDEXX Filta-Max Xpress Automated Elution Station to assist the LT2 laboratories with EPA Method 1623 performance issues, data validation and troubleshooting any problems incurred with the unit's performance. EPA has identified IDEXX, Inc. as the only provider of commercial equipment able to meet the requirements of this procurement. Subsequently EPA has determined that IDEXX, Inc. is the only manufacturer that can provide the items that can meet the specifications listed above. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, any firm believing itself capable of providing the items with the specifications listed above may submit appropriate documentation within 15 calendar days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses received will normally be considered solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
