Description
The National Center for Research Resources (NCRR) requires a knowledgeable and professional infrastructure technical service to provide recommendations that shall be advisory in nature, and provide oversight for relocating NCRR infrastructure. The NCRR infrastructure currently houses eighteen servers: file servers, exchange mail server, web servers, software distribution server, dhcp server, print spooler server, financial server, application and database servers. A market survey is being conducted to determine the availability and potential technical capacity of small or large businesses to provide the services of this requirement. Based upon the responses to this market survey, the Government will determine if the requirement is suitable for competition on a small business or large business basis. The intended procurement will be classified under North American Industry Classification System code 541512. Specifically, the Contractor shall: 1.Provide a server design that considers the following: IT Operations and Maintenance Software installation and configuration Virtualization Application and Database Structure Data Storage Backup and recovery 2.Setup and configure servers to operate on a network and provide multiple users access to the applications while maintaining security of data. 3.Install infrastructure in Sterling, Virginia at a commercials data center under NIH contract. 4.Attached are the specifics of the present NCRR infrastructure. 5.Provide an estimated cost of the equipment and installation. 6.Provide an estimate of personnel costs to operate the servers 7X24X365. The Government anticipates that there will be one fixed price contract awarded for this requirement. If a follow on RFP is issued, the proposed period of performance is January 2009 through March 2009. If your organization has the potential capacity to perform these services, pleas provide the following information: 1) Organization name, address, e-mail address, website address, telephone number, type of ownership for the organization, i.e., Large Business, Small Business, Small Disadvantaged Business, 8(a), Woman-Owned, Historically Under Utilized Business Zone (HUBZONE) Concern, Veteran, or Disabled Veteran; 2) Business size information which states, the business size, annual receipts (average gross revenue) for the last three (03) fiscal years, and whether or not the firm has been approved as a small business by the SBA under the applicable NAICS code; and 4) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. Organizations responding to this market survey should keep in mind that only focused and pertinent information is requested. If significant subcontracting is anticipated for this effort, the organization must show they are technically capable by addressing the administrative and management structure of the subcontracting agreement. The agreement must show that small business prime contractors can maintain a full-time labor force, has technical capacity, management control, and meet the limitations on subcontracting imposed on small business set-asides. The Government will evaluate technical capability using the following criteria: 1.Past Performance 2.Demonstrated knowledge of server architecture design 3.Qualifications of Personnel (Resume) 4.Total cost of equipment and services. Interested firms responding to this survey are encouraged to structure capability statement in the order of the areas of consideration noted above. Please provide one (01) printed copy and an electronic copy of a tailored capability statement, which should not exceed ten pages in length, excluding resumes. In addition, the capability statement must provide sufficient details to determine the technical capability of your firm. The technical capability statement must be received by close of business on November 03, 2008. This market survey is being conducted through FedBizOpps in order to reach the widest possible audience and to gather current market information. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; therefore, any response to this market survey is voluntary and the Government assumes no financial responsibility for any costs incurred. Capability statements will be evaluated based upon the following criteria: 1) Past Performance, 2) Demonstrated knowledge of Network Infrastructure and Enterprise Services, 3) Qualifications of Personnel. In the event a solicitation is requested each offeror must have completed the on-line electronic Representations and Certifications located at http://orca.bpn.gov in accordance with FAR 4.12. The offeror acknowledges the requirement that prospective awardees shall register within the Central Contractor registration database at www.ccr.gov prior to award, final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing order resulting from this solicitation. The offeror will also be subject to the Drug Free Workplace (May 2001), Federal Acquisition Regulation (FAR) 52.223-6. Comments regarding this announcement, referencing synopsis number NHLBI-RR-PB-2009-13-SLC may be submitted to the National Heart, Lung and Blood Institute, Office of Acquisitions, Procurement Branch, 6701 Rockledge Drive, Room 6128, Bethesda, Maryland 20892-7902, Attention: Sharon Cummings, Contract Specialist. Responses to this notification should be submitted prior to close of business, November 03, 2008.
