Description: AMENDMENT 23 1. The purpose of this amendment is to clarify any confusion with the Amendments that have been posted to date with this solicitation and to extend the due date for proposal submittals. 2. Government’s intent has been in good faith to publish clear and concise “amendments” to this solicitation. However, within FedBizOpps, all amendments have been displayed under the "Changes" links instead of falling under the “Amendments” links. Additionally, only the "attachments" associated with each amendment have been displayed under the "Amendments" links. If all links under both “Changed” and “Amendments” have not been reviewed, this may have caused some confusion. 3. Therefore the following roll-up Amendment consolidates Amendments 1 through 22 into one document to include all current attached Exhibits and Attachments. For those Offerors that have been able to follow all the changes, there should be no effect to your Proposal. 4. The due date for proposals has been extended to November 20, 2008, 12:00pm EST at the time proposals are due. 5. Questions and Answers are hereby extended to October 31, 2008 at 5:00pm EDT. 6.
