Description
NASA/ARC plans to issue a Request for Proposal (RFP) for Aerospace Testing andFacilities Operations and Maintenance during the 2nd Quarter Fiscal Year (FY) 2009.This presolicitation synopsis is issued to replace Request for Information synopsisATOM-AEROSPACE TESTING AND FACILITIES OPERATIONS AND MAINTENANCE, SOLATOM-Request_for_Information posted January 9, 2008.The tentative ATOM schedule is shown below: Issuance of Draft Solicitation October/November 2008 Pre-Proposal Conference and Tour approximately 2 weeks after posting of DraftSolicitation Comments on Draft Solicitation approximately 2 weeks after Pre-Proposal Conferenceand Tour Final solicitation 2nd Quarter FY 2009 (January March 2009) Proposals Due 2nd Quarter FY 2009 (January March 2009) Contract award June 2009 Subcontract Goals: Total Small Business - 25% Small Disadvantaged Business - 8.0%Women-Owned Business - 5.0%HBCU/OMEI - 0.5%HUBZone - 3.0%Veteran-Owned - 3.0%Service-Disabled Veteran-Owned - 1.0% This acquisition will be issued for Full and Open Competition. The NAICS Code and Size Standard are 561210 and $35.5M respectively. This procurement is a follow-on requirement for Aerospace Testing and FacilitiesOperations and Maintenance (ATOM) Services providing testing, operations, and maintenanceservices for Wind Tunnel, Space Transportation, and associated support facilities at NASAAmes Research Center. These facilities include but are not limited to: Subsonic WindTunnels, Pressure Wind Tunnels, Transonic Wind Tunnels, Ballistic Range Complex, ArcJetComplex, Fluid Mechanics Laboratory, and Sensor Laboratory. These facilities are nationalaerospace test facilities utilized by NASA, private industry, universities, DOD, andother government agencies.The work will be performed primarily at Ames Research Center (ARC), Moffett Field,California. CURRENT CONTRACT FEATURES: The current NASA Ames Aerospace Testing and FacilitiesOperations and Maintenance (ATOM) Services Contract NNA04BA85C with Jacobs TechnologyInc. has the following features: 1) Period of Performance: 7/1/04 7/31/09 2) Contract Type: Cost Plus Incentive Fee / Award Fee (CPIF / AF). Cost Performance isincentivized through Incentive Fee and Technical Performance, Timeliness, and Safety areincentivized through Award Fee. 3) The contract was awarded under Full and Open Competition. 4) The current value of the contract is approximately $124M.
