- In accordance with FAR Part 6.302-1. The New Hampshire Army National Guard intends to award a sole source purchase order to ImmunoSolutions, North Bend, WA. This announcement constitutes the only notification; proposals are not being requested. This requirement is a 100% Small Business Set-Aside. The North American Industries Classification System Code is 611710 Educational Support Services, Small Business Size Standard is $7.0M. The award will be made for a five (5) training course titled Production and Use of Biological Agents. This course is determined to be the only course that meets this agencies requirement. Course Summary: ImmunoSolutions, Inc. will provide a five day course on small to large scale production of biologically hazardous material. The course is designed to educate CBRNE (WMD) responding groups on the thought process, processing steps and equipments used for the production of biologically hazardous material. The courses intent is to prepare the student to recognize biological processes, the equipment used in those processes, and the dangers they present. The course design is a mixture of lecture, lab and practical scenarios. One (1) all day full scale exercise to include a full mock up of a clandestine lab. This full day exercise is designed to allow the unit to respond to a full mock up a clandestine biological laboratory. Example of lab set up: biological agent acquisition, seed isolation and production, media optimization, fermentation development, fermentation scale up, animal modeling, downstream processing, and dissemination concepts. Most units use this exercise and an opportunity to practice a full scale call out, set up and execution. ImmunoSolutions will provide all materials for the course to include material to create two home made negatively pressure hoods, bench top incubator, common small scale fermentation equipment i.e. carboys, mixing vessels, common glassware, bacterial cultures, agar, plates, commercial agar plates, home made agar recipe, commercial broth media, home made broth recipes, microscope slides, burner, pressure cooker, cell culture flask, cell line, bacterial phage, anaerobic type jar, bleach, Lysol, sampling swabs, PBS, hot plate, gram stain kits, manual pipet aids, biochemical test.. All listed material to be left with Unit. ImmunoSolutions will provide each student with a complete note book with course material. Other equipment that will be provided by ImmunoSolutions, but not left with unit are: additional glassware, microscopes, centrifuge, peristaltic pumps, water baths, Spectrophotometer (understanding culture density), various scales, micropipettes, glove box, stir heat plates, ph meter, temperature meters, transfer tubing, and all other lab consumables. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses to this notice shall be in writing and must be received not later than 8:00 AM EST on Friday 24 October 2008 via e-mail to joan.parent@us.army.mil or by fax to 603-225-1362.
