Description
This is a combined synopsis/solicitation from the U.S. Fish and Wildlife Service to procure and delivery fence materials (FOB Destination) to Anderson Air Force Base, Guam by no later than November 28, 2008. These fences materials will be used in a separate construction project to build a 10,000 linear feet snake barrier at the Habitat Management Unit at Anderson Air Force Base, Guam. Announcement is prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 101819Q031 and is issued as a Request for Quotes (RFQ). RFQ 101819Q031 may be viewed thru a link to the National Business Center Interior Electronic Acquisition System-Electronic Commerce at "http://www.fedbizopps.gov" or "http://www.nbc.gov". The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-27. Acquisition is unrestricted (open to any size business). The NAICS is 332618. This RFQ will be awarded based upon lowest price. The list of required materials is as follows: 1) 2.375 inch OD galvanized steel post, 8.5 feet long, 1,001 each; 2) 1.660 inch OD galvanized steel top railing(*), quantity of 10,000 linear feet; 3) 1.660 inch OD galvanized steel center rail (*), quantity of 1,000 linear feet; 4) 2 inch mesh galvanized steel chain link fabric, 9 Gauge, 6 foot wide, quantity of 10,000 linear feet; 5) 7-gauge galvanized steel tension wire, quantity of 10,000 linear feet; 6) galvanized steel post caps, quantity of 1,001 each; 7) 3/16 inch thick by inch wide stretch bars, quantity of 100 each; 8) galvanized steel stretcher bar bands, quantity of 500 each; 9) 1/8 inch thick by 1 inch wide flat bars x 10 feet, quantity of 2,000 each; 10) inch mesh, 20-gauge galvanized steel hardware cloth, 5 foot wide, quantity of 10,000 linear feet; 11) inch mesh, 20-gauge galvanized steel hardware cloth, 3 foot wide, quantity of 10,000 linear feet; 12) 0.105 inch hog rings, quantity of 5,000 each; 13) 16-gauge galvanized steel wire for wire ties, quantity of 5,200 linear feet; and 14) Wire mesh for reinforcing concrete, ASTM 4 inch by 4 inches - W1.4xW1.4 WWF (**). Notes as follows: * - Posts will be set at 10 foot intervals; and ** - Concrete strip will be 2 foot wide along full length of fence. The specifications for this material is as follows:PART 2 PRODUCTS 2.1 GENERALFencing materials shall conform to the requirements of ASTM A 116, ASTM A 702,ASTM F 626, and as specified. 2.2 ZINC COATINGFerrous-metal components and accessories, except as otherwise specified, shall behot-dip galvanized after fabrication. Weight of zinc coating shall not be less than 1.8 ounces per square foot, as determined from the average result of two specimens, when tested in accordance with ASTM A 90/A 90M. Zinc coating shall conform to the requirements of the following:Pipe: FS RR-F-191/3D Class 1 and ASTM F 1083. Hardware and accessories: ASTM A 153/A153M, Table 1 Surface: ASTM F 1083 External: Type B-B surface zinc with organic coating, 0.9 ounce per square footminimum thickness of acrylated polymer. Internal: Surface zinc coating of 0.9 ounce per square foot minimum.Galvanizing repair material shall be cold-applied zinc-rich coating conforming toASTM A 780. 2.3 FABRICFabric shall consist of No. 9-gauge wires woven into a 2-inch diamond mesh, withdimensions of fabric and wire conforming to ASTM A 116, ASTM A 702, andASTM F 626, with 1.2 ounces per square foot zinc galvanizing. Fabric shall beknuckled on both top and bottom selvages. 2.4 HARWARE CLOTHHardware cloth shall be a galvanized 1/4 -inch welded wire mesh fabric constructedof No. 20-gauge wire. 2.5 POSTSLine, end, corner and pull posts shall be Grade B, 2.375 inch O.D. pipe weighing. Each line post shall be 8.5 feet long (6.0 feet above concreteslab and 2.5 feet footing embedment) 2.6 TOP RAILTop rails shall be Grade B, 1.660 inches O.D. pipe. Expansion couplings 6 inches long shall be provided at each joint in top rails. 2.7 POST BRACE ASSEMBLYBracing shall consist of a brace rail, Grade B, 1.660 inches O.D. and 3/8 inch adjustable truss rods and turnbuckles. Bracing pipe shall be fabricated into one-piece lengths equal to the required span. 2.8 TENSION WIRETension wire shall be galvanized, No. 7-gauge, coiled spring wire, provided at thebottom of the fabric only. Zinc coating shall weigh no less than 1.6 ounces per squarefoot. For tying fabric to tension wire, 0.105-inch hog rings shall be spaced at 24inches on center. 2.9 STRETCHER BARSStretcher bars shall 3/16 inch thick by 3/4 inch wide galvanized steel flat barsfabricated into one-piece lengths equal to the full height of the fabric in accordancewith ASTM A 116, ASTM A 702 and ASTM F 626. 2.10 POST TOPSPost tops shall be steel, wrought iron, or malleable iron designed as a weather-tightclosure cap. One cap shall be provided for each post. Caps shall have provisions forsecuring top rail or opening to permit through passage of the top rail. 2.11 STRETCHER BAR BANDSStretcher bar bands for securing stretcher bars to posts shall be steel, wrought iron, ormalleable iron spaced not over 15 inches on center. Bands may also be used inconjunction with special fittings for securing rails to posts. Bands shall haveprojecting edges chamfered or eased. 2.12 MISCELLANEOUS HARDWAREMiscellaneous hardware shall be provided as required and shall be hot-dipgalvanized. 2.13 WIRE TIESWire for tying fabric to line posts and hardware cloth to fabric shall be No. 16-gaugegalvanized steel wire. For tying fabric to line posts, wire ties shall be spaced 12inches on center. For tying fabric to rails and braces, wire ties shall be spaced 24inches on center. For tying hardware cloth to fabric along the top and bottom of thecloth, wire ties shall be spaced at 12 inches on center. 2.14 FLAT BARSFlat bars for securing bottom of hardware cloth to concrete slab and hardware clothbulge to chain link fabric shall be 1/8 inch thick by 1-1/2 inch wide galvanized steelflat bars placed flush end to end. Anchor flat bars to concrete slab with 7-gauge,1/1/4 inch long concrete nails spaced at 6 inches on center with one nail 2 inches fromboth ends of each bar segment. Secure flat bar to chain link fabric using galvanizedrivets. Pricing shall be FOB destination to Anderson Air Force Base, Guam. Delivery date is by no later than November 28, 2008. INSPECTION AND ACCEPTANCE: At Anderson Air Force Base will be subject to observation and inspection by U.S Fish and Wildlife Service personnel or authorized representative.
