Description
The U.S. Army Research Development and Engineering Command Contracting Center (USA RDECOM CC), Natick Contracting Division (NCD), in support of the Naval Health Research Center, San Diego, CA has a requirement to study the enhancement of influenza vaccine efficacy. Under the authority of 10 U.S.C. 2304(c)(1), Only One Responsible Source, FAR 6.302-1(A)(2)(iii) the USA RDECOM CC NCD, Kansas Street, Natick, MA 01760-5011, intends to negotiate and award a Firm Fixed Price (FFP) contract to Trudeau Institute, 154 Algonquin Avenue, Saranac Lake, NY 12983 to research and develop the enhancement of influenza vaccine efficacy. The Trudeau Institute is the only uniquely qualified research institution able to carry out the specific research required due to their historic, ongoing lead in the establishment of the studies of autoimmune responses including immunology and infectious diseases specific to the study of influenza and the affect of adjutants and their ability to strengthen protection against influenza infection in animals and humans with emphasis in military and veteran populations. THIS IS NOT A REQUEST FOR PROPOSAL, but rather a notification of intent to procure on the basis of only one responsible source. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days from the date of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirements, yet must be limited to two (2) pages. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. If no responses are received, NCD will proceed with the awarding of a Firm Fixed Price contract to Trudeau Institute. Nothing herein should be misconstrued as a request for proposal.
