Description
This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line(NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. NUWC Division Newport intends to purchase the following services to develop improvements of fiber laser and Quantum Cascade laser technology in support of NAVAIR directed infrared laser counter measure (DIRCM) and hostile fire identification (HFI) programs. It is expected to place a sole source purchase order with the University of Connecticut (UConn). They are the only known source for these services because they possess unique knowledge and understanding of the Device processing, Device Design, Device Foundry, Clean Room, Fabrication and Testing facility. At present they have one MBE and two MOCVD machines with full characterization facility. In the area of fiber laser UConn has the pioneer role for the development of high power fiber laser for last 20 years. UConn has a working knowledge of device fabrication and fiber laser development, laser architecture which they developed. Further details shall be provided in RFQ #N66604-09-Q-0133, which is expected to be released on or about 10/31/08. It is anticipated the level of effort will include either one post doctorate or two graduate students. NAICS Code is 541330. Size standard is $27M. The period of performance is expected to be 12 mths. from date of award, F.O.B. Destination Naval Station Newport; Newport, RI. All other timely offers will be considered.
