Description
This preliminary information is being made available for planning purposes only,subject to FAR Clause 52.215-3, entitled Solicitation for Information and PlanningPurposes. It does not constitute a Request for Proposal, Invitation for Bid, or Requestfor Quotation, and it is not to be construed as a commitment by the Government to enterinto a contract. This procurement is subject to review or cancellation at any time.The Global Precipitation Measurement (GPM) mission is a joint mission between the U.S.National Aeronautics and Space Administration (NASA) and the Japan Aerospace ExplorationAgency (JAXA).The GPM observatory is scheduled to be launched from Tanegashima, Japanby a JAXA H-IIA expendable launch vehicle in 2013. GPM will have a design mission lifeof 3 years following the nominal 60 days commissioning phase (5 years goal) at a 407 kmaltitude and a 65 inclination orbit, 93 minute orbit with 36 minute maximum eclipse(TBD).NASAs Goddard Space Flight Center (GSFC) is soliciting comments on requirementsestablished regarding the GPM Lithium-Ion Battery. The present requirements arespecified in the attached documents: Exhibit 1 Global Precipitation Measurement BatteryStatement of Work (GPM-EPS-SOW-0012), and Exhibit 2 Global Precipitation MeasurementBattery Specification (GPM-EPS-SPEC-0013) which includes the Global PrecipitationMeasurement Battery Deliverable Items List and Schedule (DILS).This notice is issued by the NASA GSFC to post a draft SOW and Specification via theInternet, and to solicit input and recommendations from interested parties. Theobjective of this RFI is to gather information that promotes competition and increasesprocurement efficiency by improving NASA GSFCs knowledge of industrys capabilities. NASA GSFC invites potential offerors to submit information that may be used to determineeligibility to be participants in feedback sessions with the GPM project. This procedureis described in FAR Part 15.202. The intent of the sessions is to provide dialogue inwhich participants can provide feedback on NASA GSFC requirements, Deliverable Items andSchedule, and its acquisition approach. The compilation of submitted information may befactored along with GPM requirements to refine the aforementioned SOW (Exhibit 1) andSpecification (Exhibit 2).Potential offerors are requested to submit information in the form of a Capabilities andQualifications Statement that must include the following: 1) Capability to comply withthe present requirements outlined in the Performance Specification and SOW. Requirementsthat are not in compliance should be noted with brief comment that either describe how apotential offerors battery could be brought into compliance or state the potentialofferors position on such requirement. This would serve as a main topic in one-on-onefeedback sessions. The feedback sessions will be conducted through email communication. All feedback sessions will be conducted within one week of initial response posting. Itshould also be stated as to whether certain requirements are cost drivers or increaserisk and as to whether or not a fixed-price contract would be acceptable. 2) Capabilityto meet the hardware deliverable items and schedule, and 3) Summary of past relevantexperience in developing Lithium-Ion batteries for aerospace applications. 4) Responsesmust also include the following: name and address of firm, size of business; averageannual revenue for past 3 years and number of employees; ownership; whether they arelarge, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned; number of years inbusiness; affiliate information: parent company, joint venture partners, potentialteaming partners, prime contractor (if potential sub) or subcontractors (if potentialprime); list of customers covering the past five years (highlight relevant workperformed, contract numbers, contract type, dollar value of each procurement; and pointof contact - address and phone number). Please limit capabilities responses to 20 pages,but note that there is no limit to comments to the Specification, SOW, or DILS.Please advise if this requirement is considered to be a commercial or commercial-typeproduct. A commercial item is defined in Internet Note A.The Government reserves the right to consider a small business or 8(a) set-aside based onresponses hereto. The requirement NAISC Code is 335911 and the Small BusinessAdministration (SBA) size standard is 500 employees.This notice constitutes all information concerning the GPM Lithium-Ion Battery that willbe furnished at this time. Interested firms are requested to submit their capabilitystatements to Ms. Ashley McQueen, by email at Ashley.N.McQueen@nasa.gov, no later thanthe response date indicated above. Documents, comments, and questions may be forwardedto Ms. McQueen via electronic transmission or by facsimile transmission. In addition,copies of all documents shall also be forwarded to Mr. Leonine Lee, at NASA GSFC, MailCode 563, Greenbelt, MD 20771, or by e-mail at Leonine.S.Lee@nasa.gov.
