- The National Geospatial-Intelligence Agency (NGA) intends to issue a Request for Proposal (RFP) for the acquisition of Base Operations and Services to support mission operations in the East. NGA is a Department of Defense (DoD) Combat Support Agency that provides timely, relevant and accurate Geospatial Intelligence to both the DoD and the Intelligence Community (IC) in support of the National Security Objectives. The Base Operations and Services – East (BOS-E) acquisition will be a Cost-Plus Award Fee (CPAF) contract encompassing a base period of two (2) years and three (3) one-year option periods. The major sites to be supported by this service acquisition are Bethesda, M.D., Washington Navy Yard, D.C. and Springfield, VA. The 2005 Base Realignment and Closure (BRAC) Act directed NGA to consolidate operations and relocate people and functions from current locations throughout the National Capital Region (NCR) to a standalone campus in Springfield, VA by 15 September 2011. The Springfield campus is currently under construction. It includes approximately 2.4 million square feet of facilities housed on 130 acres and is projected to support 8500 personnel performing a 24/7/365 IC critical mission. The deliverables of this performance based services acquisition includes, but are not limited to: operation, maintenance, repair, modification and alteration (including minor construction) of the facility; janitorial services; security services (e.g. badging office, registry, courier and escorts); management and inspection for systems and facility upgrades; reliability maintenance and engineering for facilities and infrastructure equipment; roads and grounds maintenance; decommissioning of NGA Bethesda and Washington Navy Yard facilities; integrated pest management; refuse collection, safety and occupational health; environmental compliance; protocol; customer support; emergency preparedness and force protection planning; classified material collection; recycling and disposition, freight management; mail services; vehicle management (controlling use of, scheduling maintenance, and chauffeur duties); transportation services; material handling; equipment accountability/disposition; receipt and delivery of supplies and equipment; real property management and hazardous waste management and disposal. To effectively provide these services, the contractor shall manage work orders and service calls, implement a quality control program; conduct plant/facility engineering; establish base-lines for critical systems; conduct configuration management, perform minor construction, provide an engineering design and safety engineering program; develop long-range planning and monitor utility systems. Typical infrastructure equipment that is supported includes: elevators, facility control systems, HVAC, fire detection sensors, intrusion detection scanners, alarms, electrical, UPS/generators, water supply and waste water disposal water systems. The Contractor shall provide all management, supervision, labor, materials, supplies, vehicles, repair parts, tools and equipment, and shall plan, schedule, coordinate and ensure the effective and economical operation, maintenance and repair of NGA-East facilities and systems. Public safety and the safety of the workforce are indespensible. The contractor will maintain safe and secure operating locations and be flexible and innovative protecting and preserving physical and environmental assets. The contractor will professionally manage resources and the infrastructure to ensure sustainability, reliability, energy conservation and cost efficiency to ensure superior customer satisfaction by providing the services in a timely, efficient and effective manner. NGA is seeking services that incorporate the “best practices” and that industry normally accords to commercial customers. NGA also seeks a contractor that possesses the resources and technical expertise to keep mission critical facilities and their operating systems in effective working order. The provision of services will require a TS SCI level access for key management personnel to perform in the first 90 days and personnel to perform in the first 90 days occupying a position of trust. This acquisition will be conducted using Full and Open competition procedures. The North American Industry Classification System (NAICS) Code is 561210-Facilities Support Services and the size standard is $32.50M. The contract shall be awarded using formal Source Selection Procedures in accordance with FAR Part 15. Award will be on a Best Value basis. The directions for proposal submission will be included in Section L of the solicitation titled, Instructions, Conditions and Notices to Offerors.
