- This is a sources sought notice to seek potential sources that can provide non-personal services to provide inventory analyses of medical equipment and furnishings, procurement of new items, equipment training, and other related services at Fort Sam Houston, Texas and Lackland Air Force Base, Texas. The Center for Health Care Contracting (CHCC) is conducting an Industry Day on October 31, 2008, 12:30 to 2:30 PM, at Evans Theater, Fort Sam Houston, Texas. CHCC is also conducting market research to determine availability of sources in the commercial marketplace and their capabilities to perform these services, and obtain market research information. This sources sought is solely for planning purposes and does not constitute an invitation for bid nor request for proposal, and is not to be construed as a commitment by the Government. Large and small businesses are encouraged to attend the Industry Day and participate in this survey. Industry is encouraged to respond with information not constrained by proprietary data rights. However, if proprietary data is included in your reply, please mark it appropriately. The following is a brief description of services: Service Provider (SP) shall provide qualified personnel, services, materials, equipment, supplies, information systems, and facilities necessary to perform these services. SP shall perform an inventory analyses to determine if equipment can be reutilized or if a new item needs to be procured. For those items that need to be procured, specifications for equipment are to be developed, along with identifying recommended manufactures and pricing. SP shall perform procurement actions to include, but are not limited to, develop a procurement plan that coordinates with the renovation schedule; purchase equipment (e.g., medical equipment, furniture items, etc.); coordinate delivery and receipt of equipment. SP shall install equipment in compliance with The Joint Commission (TJC) standards; test, calibrate, and certify equipment; provide initial operator and maintenance training for new equipment; provide for equipment receipt, warehousing, and delivery; coordinate the movement, temporary storage, and installation of equipment identified for re-use. SP shall provide operational supply requirements, spare parts lists, operator/user and maintenance manuals for all equipment. SP shall manage invoices, warranty data and create government accountability documentation in the Defense Medical Logistics Standard Support (DMLSS) automated information system. Please provide a capability statement that include, as a minimum, the following information: company name, address, point of contact, cage code, phone number, fax number, and business size, number of years your company has performed same or similar type of services (as in this services sought); list of names of your major clients (including governmental and commercial). In addition, provide a response to the following questions: What type of labor classification do you use in performing this type of service; What is your pricing methodology (including quantity discounts); What are your quality control procedures and standards; What are your procedures for determining whether or not an item can be reutilized; Are there any industry standards; Has your company used the DMLSS automated information system; How does your company track industry changes (state-of-the-art technologies) in equipment size/dimensions, performance, etc., and utility requirements; What type of risk management plan does your company use to mitigate risks; What are some of the challenges in performing this type of work; and What type of data (i.e., building square footage, list of equipment, etc.) do you required to submit a proposal?
