Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Fire Research Division, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with KTECH Corporation, Albuquerque, NM, for the purchase of Directional Flame Thermometers. Sole Source determination is based on the following: In Fiscal Year 2008, NIST used Directional Flame Thermometers (DFT’s) from KTECH during proof of concept testing on a first generation deployable measurement system developed and tested successfully. In Fiscal Year 2009, the second generation deployable measurement system will be used to quantify structure ignition in a variety of prescribed fires. NIST requires additional DFT’s from KTECH which are needed for unique rapid response instrumentation developed in support of NIST-BFRL’s efforts to study ignition of structures in Wildland-Urban Interface (WUI) Fires. All units must be identical to the current DFT’s to compare the heat flux measurements from a variety of fires using the same series of DFT’s. Therefore, the additional DFT’s must be 100 percent compatible with the existing DFT’s in order to provide consistent results. KTECH Corporation is the sole manufacturer and distributor of the DFT’s that are required to satisfy the Government’s minimum requirements. The North American Industry Classification System (NAICS) code for this acquisition is 334511, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by November 5, 2008, 3:30 p.m. EST. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
