- NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA), National Risk Management Research Lab, Land Remediation and Pollution Control Division, located in Cincinnati, Ohio has a requirement for: One (1) Zetasizer with the following specifications: The USEPA intends to purchase a complete and operational zeta potential and particle size analyzer. The instruments shall have all the components and specifications listed below in addition to any other parts needed for instrument operation. The components shall be a commercial item, or comprised of integrated commercial items. Purpose The Zetasizer instrument will be used to measure and quantify and quantify the hydrodynamic particle diameter, and particle surface potential. Both of these properties are critical for understanding the potential fate and transport of chemical contaminants, especially nano-materials. The instrument will be used routinely for samples generated from numerous research efforts including: characterization of nano-materials, evaluation of nano-particle chemical reactivity, metal and organic contaminant adsorption/desorption from solids, environmental catalysis, and physical/chemical characterization of waste materials. SpecificationsThe instrument shall possess the following specifications: 1.The instrument shall possess the following specifications: a.Fully integrated bench top design Laser Doppler Velocimeter capable of conducting dynamic light scattering (DLS) and non-invasive back scattering (NIBS) measurements for determining particle size and molecular weight; and phase analysis light scattering (PALS) for determining particle surface charge.b.Shall contain a high efficiency photodiode detector capable to analyzing back scattered light.c.Shall contain fiber optic detection to ensure that the Signal/Background is not degraded at high detection volumes. d.Shall be capable of providing particle size measurements based on the intensity of the back scattered light, while providing corrections for the volume of the particle and the number of particles present. Data for the initial measurement and the two corrected measurements shall be provided for each analysis.e.The instrument provider shall provide access to standards for particle size and surface potential measurement.f.Instrument detectors for particle size analysis shall be capable to analyzing both forward and back scattered light in an effort to determine which detection method is most appropriate for the current sample.g.Shall be capable of determining the particle size of both highly concentrated and dilute suspensions.h.Shall be able to determine particle sizes from 0.6 nanometers to 6 micrometers. i.Shall be capable of accurately determining surface potentials for particles ranging in size from 0.6 nanometers to 10 micrometers.j.Shall be capable of providing accurate surface charging measurements in high ionic strength solutions.k.Shall be capable of analyzing small quantities of samples (less than 1 mL). 2.Computer Analysis Program: a.The instrument software shall comply with all the appropriate 508 Standards for software product accessibility b.Software shall be upgradable at no costc.Software shall allow for multiple installations on numerous computers.d.Software shall provide customizable reports for specific user requirements. 3.Sample Cells:a.The instrument shall be capable of using standard size spectrometer cuvettes (1 cm by 1 cm) of various material including quartz, polystyrene, and polycarbonate. b.Sample cells shall allow for in place flow-through measurements.c.One sample cell shall be capable of conducting zeta potential measurements in an open cuvette. Sampling cells of this nature are commonly referred to as dip cells. 4.Auto-titrator: a.The instrument shall be able to support an auto-titrator that is controlled through the computer software program for the Laser Doppler Velocimeter. b.The titrator shall be equipped with a peristaltic pump that enables in situ sampling for particle size and surface charging measurements during titration.c.The titrator shall be able to conduct both static (fixed volume additions) and dynamic (flexible volume additions) titrations.d.Titration data shall be recorded by the software and saved be made available later for continued data analysis.e.The titrator shall be able to record, store and recall previous titration methods. 5.The instrument shall be a commercial item, or made up of fully integrated commercial items. The vendor shall supply all required parts for the instrument operation. The vendor shall maintain repair parts inventory for their equipment and shall be capable of supplying service personnel. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Refer to RFQ-OH-09-00010 when responding to this request. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-18. This acquisition is not set-a-side for small business. The NAICS code is 334516 (2007), the size standard is 500 Employees. All supplies shall be provided to the U.S. EPA, Center Hill, 5995 Center Hill Drive Cincinnati, OH 45224-1701 after receipt of award. F.O.B. point shall be destination. Price quotes shall include any setup charges. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this to this acquisition. The provision at FAR 52.212-2, Evaluation-Commercial Items is applicable and the specific evaluation criteria are as follows: (1) Technical acceptability of the item offered to meet the Government's requirement and (2) Price. Technical acceptability shall be evaluated on a pass or fail basis. Offers shall provide descriptive technical literature in sufficient detail to demonstrate that the items offered meet the minimum requirements specified above. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer.
