- Description
- The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Office, intends to acquire Electrical and Gauge Calibration Services to support the Training Support Center, San Diego, California (TSC San Diego). It is intended that this requirement be solicited as a commercial item on an unrestricted basis. The successful contractor shall perform services in accordance with NAVSEAINST 4734.01 series, Test Measurement and Diagnostic Equipment (TMDE) and METCAL Metrology and Calibration Programs. The TSC is required to maintain its certification as a Navy Field Calibration Activity (FCA) Type IV laboratory. The Contractor shall perform maintenance and testing support equipment services in keeping with the capabilities of a TYPE IV Navy field calibration laboratory on General Purpose and Special Purpose test equipment (meters, frequency counters, oscilloscopes, signal generators and any equipment that the laboratory has been authorized to per! form calibration services). The Contractor personnel shall be qualified in the field of maintenance and testing support equipment services by being certified in accordance with NAVSEA 044724 Certification Guide as part of the facility audit to ensure competency in calibration test equipment repair abilities. The resultant solicitation shall include a twelve month base period base period and contain provisions for four (4) additional, consecutive, twelve (12) month option periods. This is a synopsis for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5. FAR 52.212-2, Evaluation - Commercial Items is applicable to this procurement. The Government intends to award, on a full and open competition basis, a firm-fixed-price contract to the eligible, responsible offeror whose offer represents the best value to the Government, considering price ! and technical factors, with technical factors more important than price. The closing date for receipt of proposals will be established in the RFQ. The applicable North American Industry Classification System (NAICS) Code and size standard are 811219 and $7M, respectively. All responsible sources may download the solicitation and submit a quote, which shall be considered by FISC. The Government will not pay for information received. The RFQ will be made available electronically upon its release at: https://www.neco.navy.mil on or around 15 days after the posting of this notice. Interested parties are solely responsible for monitoring the above mentioned website for posting of the solicitation and any amendments thereto. Oral communications are not acceptable in response to this notice. All responsible sources may submit a quote which shall be considered by the agency. Quoters must be registered in the Central Contractor Registration (CCR) database to be considered for award. Registration is free and can be completed on-line at http://www!.ccr.gov/.
