- Fort Eustis Consolidated Chaplains Non-personal Services Contract Statement of Work (SOW) FT. Eustis Chapel Protestant Choir Director C-1. General. This Non-Personal Contract is an exception to policy. There are no military members, DOD civilians, or volunteers to accomplish this mission. The Choir Director is to provide appropriate musical support during the designated worship service. Worship Services are a Statutory (Title 10) Essential Element of Religion. As such, they fall under the responsibilities of all Chaplains and, here in particular, the Fort Eustis Center Chaplain. As a nonpersonal services contractor, the Choir Director is neither an employee nor a member of the Chapel or Center Chaplains Office Staff. The purpose of the Choir Director is to provide music to assist the congregation in worship. The purpose for contracting Choir Directors is to support the Chaplaincy's ministry by providing professional, technical assistance to bring quality worship services to the soldiers and their families who are worshipping together. C-2. Professional Qualifications. Must have a minimum of five years performance experience in military chapels or civilian churches. C-3. Contract Line Numbers (CLINs) Defined - The Contractor shall provide the following specific services for the Period of 01 October 2008 thru 30 September 2009: A. Contract Line Number (CLIN) 0001 - Provide Worship Support: Direct the Adult Chancel Choir and the Youth Choir for children ages 9 years through 12th grade for the designated Worship Service including: choruses, anthems, offertories, and spiritual songs, that enhance the atmosphere of worship for the particular congregation. The Youth Choir will sing during the Worship Service a minimum of once a month. Additionally, Special Services such as Easter Sunrise Services, Christmas Cantata, Memorial Services, and Command special programs, etc. may be added to the recurring schedule of worship services. B. Contract Line Number (CLIN) 0002 - Conduct Choir Rehearsal: Select choir music, meet with various choirs to rehearse at least one hour. To qualify as a rehearsal, the event will have a minimum duration of 60 minutes. C-4. The Contractor must accomplish the following implied tasks and activities to effectively provide the instrumental music services noted above. A. Must be proficient at conducting and be able to sight read music. Must be well versed in a variety of musical styles, particularly those in the traditional and contemporary Christian traditions. Must demonstrate a thorough knowledge of the liturgical church year and select appropriate music for the liturgial theme. B. Communicate with the chaplains, song/worship leaders, and other musicians conducting the service to ensure a coordinated service of worship for the congregation. Plan and coordinate all musical selections with the Chaplain Pastor of the congregation or his/her designated representative to select music in keeping with the theme of the worship service. The pastor may request specific music. Ensuring appropriate communication may necessitate that the contractor meet monthly with the Pastor Chaplain to review the music program including mutual updates of upcoming musical requirements and assessment of the effectiveness of the music program. C. Select and direct anthems, offertories, hymns, choruses and prayer responses that enhance the atmosphere of worship for the particular congregation. The Pastor Chaplain reserves the right to select the hymns for the worship service. If he/she so desires, the Pastor Chaplain may solicit the Choir Directors help in selecting the hymns. D. Coordinate with the musician and adjust tempo, and style of accompaniment to enhance the congregation's ability to participate in worship through the singing of hymns, choruses, and spiritual songs. E. Provide any music selections to the Chaplain Pastor in time to be published in the bulletin for the service. The chapel staff can specify hymns and music selections. F Conduct remedial music training, teaching choir members how to read notes and music symbols during choir practice. G. Notify the Chaplain Pastor concerning any maintenance problems or requests concerning the instrument(s) of the chapel facility. H. Clean up work area at the end of each session. I. The contractor may supply sheet music for services or the offertory budget fund may also provide sheet music for services. J. Must possess the ability to constructively work with chapel staff and congregational volunteers. K. Review choral library and provide recommendations for additional music quarterly. C-5. Requirements: The Choir Director shall be responsible for performing or providing the units of service that follow. A unit of service is defined as a complete worship service under the leadership of the presiding chaplain or his designated representative, a rehearsal with choir members, soloists or instrumentalists, or a special service under the leadership of a presiding chaplain or his designated representative. A. Worship Service: The Choir Director shall be responsible for leading the choral and congregational music for the respective regularly scheduled service at Regimental Memorial Chapel. The service begins promptly at 1100 hours each Sunday. B. Rehearsals: The Choir Director shall be responsible for providing leadership of all scheduled choir rehearsals for each respective choir. C. Special Services: Choir Director will provide direction of the choral music as necessary for the special services in conjunction with the Chaplain Pastor. The Choir Director will be given four weeks advance notice of any special services. The Choir Director shall coordinate wit the Chaplain Pastor as to the specific needs, dates, and times for these services. The Choir Director may schedule additional rehearsals as needed, up to the amount of the contract. D. Memorials/Funerals: Occasionally, the Choir Director may be asked to provide direction for choral music for a memorial service or funeral. C-6. OTHER: A. The Contracting Officer may terminate this contract by written notice for the Convenience of the Government in accordance with FAR 52.212-4. Termination under these terms may occur if the government no longer requires the services. Either party can terminate the contract at any time for default of the other party in any of the conditions or provisions contained in this Statement of Work. The Contractor must give a written notification to the Contract Officer Representative (COR) 30 days prior to termination. b. The Contractor will not employ any person to perform any of the work or services required by this contract on the military installation if they do not meet the qualifications as stated in C-2 & C-4. C. The contractor and all contractor employees must conduct themselves in an exemplary manner and conduct themselves in moral and peaceable manner at all times while on the installation. NOTE 1: Department of Labor Wage Rates No. 2005-2543, Rev 1, dated 08/28/2006 apply to Corporations/Companies quoting on this nonpersonal service contract. This wage rate can be viewed on line at www.wdol.gov NOTE 2: If an individual contractor is quoting on this solicitation they are responsible for paying all of the federal and states taxes. This person is not an employee of the Federal Government and the wage rates do not apply to individuals, only corporations/companies.
