- VA Medical Center, 325 New Castle Rd, Butler, PA is seeking the services of a qualified Architect-Engineer to provide design services for Project 529-09-101 Sanitary Plumbing Upgrades. Design includes but is not limited to Site Investigation, Preliminary plans, Working Drawings and Specifications, Cost Estimates, and Construction Period Services. Design is to provide a complete upgrade to the sanitary system serving Building #1 as necessary. Design shall address the current sanitary system, including but not limited to, the sewage ejector capacity, useful life, ejector exhaust and associated piping and valves; sub-basement main piping useful life and required slope; and vertical risers that become blocked due to lack of use. All work will include all necessary surveying of the existing systems, structural analysis, working drawings, structural, mechanical, plumbing, electrical, architectural drawings and site modifications to comply with all IBC, NFPA requirements, Internal Plumbing Codes, energy conservation and all applicable standards. Work shall include all necessary specifications and cost estimates. A/E will design to all applicable code requirements and VA criteria. A/E to design to remove asbestos, and retain I.H. for monitoring during the abatement process. The estimated construction is between 1 and 2 million. Completion time is 120 days after notice to proceed. In accordance with P.L. 100-656 Small Business Competitive Demonstration Program Act of 1988, this is a non-restrictive business size procurement; however, it is restricted to those firms of a geographical area of within fifty miles of the VAMC, Butler, PA 16001. The NAICS code is 541330. Selection criteria will be in accordance with FAR 36.602-1, which will include at a minimum: (1) Team proposed for this project, (2) Proposed management plan, (3) Previous experience of proposed team, (4) Location and facilities of working offices, (5) Proposed design approach for this project, (6) Project Control, (7) Estimating effectiveness, (8) Sustainable Design, (9) Miscellaneous experience and capabilities, (10) Awards (11) Litigation and Insurance, and any other appropriate evaluation criteria. THIS IS NOT A REQUEST FOR PROPOSAL. All interested firms are required to submit two recent completed Standard Form SF 330 on or before November 20, 2008, 4:00 PM.
