- VA Medical Center, 325 New Castle Rd, Butler, PA is seeking the services of a qualified Architect-Engineer to provide design services for Project 529-09-105 Renovate Loading Docks, B-1, B-6 and B-47. Design includes but is not limited to Site Investigation, Preliminary plans, Working Drawings and Specifications, Cost Estimates, and Construction Period Services. Design includes the demolition and replacement of existing loading docks at Buildings 1, 6, and 47. At Building 1, the A/E will design to widen the existing road to the main loading dock, to remove the sharp, narrow curve leading to the dock, and to increase the dock size, and overhead roof, replacement of the existing loading dock platform, man door and overhead garage door, and concrete work. Work in this area to also relocated existing utility systems, include the underground oxygen line feeding the main building, replace/extend the existing retaining wall; asphalt road replacement. At Building 6, the A/E will design to replace the existing loading dock, design for a new loading dock/platform, overhead awning, doors and overhead garage door. At Building 47, the A/E will design to replace the existing loading docks, design for new loading docks/platform, new concrete steps, doors and overhead garage doors. These building(s) require renovation since the dock size(s) need to possibly be increased to allow proper uncrating of material and equipment. A/E will design to all applicable code requirements and VA criteria. A/E to evaluate areas to be renovated to determine if asbestos is in these areas, if so, A/E to design to remove asbestos, and retain I.H. for monitoring during the abatement process. The estimated construction is between 1 and 2 million. In accordance with P.L. 100-656 Small Business Competitive Demonstration Program Act of 1988, this is a non-restrictive business size procurement; however, it is restricted to those firms of a geographical area of within fifty miles of the VAMC, Butler, PA 16001. The NAICS code is 541310. Selection criteria will be in accordance with FAR 36.602-1, which will include at a minimum: (1) Team proposed for this project, (2) Proposed management plan, (3) Previous experience of proposed team, (4) Location and facilities of working offices, (5) Proposed design approach for this project, (6) Project Control, (7) Adequate Resources, (8) Estimating effectiveness, (9) Miscellaneous experience and capabilities, (10) Litigation and Insurance, and any other appropriate evaluation criteria.
