LI 0002 (FMS): NSN: 1560-01-221-6973 AW, P/N: 5-71762-3102; NOUN:Windshield; Applicable to E-3Aircraft; QTY: 1 ea; Delivery: 1 each by 29 May 2009. History: Last buy April 15, 2002; The Boeing Company, Qty: 4 each. The proposed contract action is for supplies in which theGovernment intends to solicit and negotiate with only one, or a limitednumber of sources. Interested persons may identify their interest andcapability to respond to the requirement or submit proposals. This is a full and open requirement. All proposals received within 45days after date of publication of this synopsis will be considered bythe Government. A Determination by the Government not to compete thisproposed contract based upon responses to this notice is solely withinthe discretion of the Government. Information received will normally beconsidered solely for the purpose of determining whether to conduct acompetitive procurement. Based on market research, the Government is not using the policiescontained in Part 12, Acquisition of Commercial Items, in itssolicitation for the described supplies or services. However,interested persons may identify to the contracting officer theirinterest and capability to satisfy the Government's requirement with acommercial item within 15 days of this notice. Note: An Ombudsman has been appointed to hear concerns from Offerors orpotential Offerors during the proposal development phase of thisacquisition. The purpose of the Ombudsman is not to diminish theauthority of the program director or contracting officer, but tocommunicate contractor concerns, issues, disagreements, andrecommendations to the appropriate government personnel. When requested,the Ombudsman will maintain strict confidentiality as to source of theconcern. The Ombudsman does not participate in the evaluation ofproposals or in the source selection process.
