This announcement constitutes the only solicitation; a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-24, March 31, 2008.This acquisition is set-aside 100% Small Business. This is fixed price procurement and requirements will be procured using commercial item procedures. A best value award selection will be made based on price and other factors in accordance with FAR 52.212-2, Evaluation-Commercial Items. Upon award the Government will issue a purchase order to selected Offeror. Requirement / SOW: A.1 Contractor to provide all equipment and personnel to provide snow plowing services for automobile parking areas and aircraft taxi way and parking areas at Lake Hood. Areas to be plowed are identified on the attached schematic. Location: DOI/NBC/Aviation Management, 4405 Lear Court Anchorage, Alaska 99502 Do to the technical requirements a site visit is required before a bid will be accepted. SITE VISIT IS: Monday, October 27, 2008 at 01:30 - (Site Map will be provided) A.2 Parking Lots: Two automobile parking lots are included. The primary parking lot is to the east of the office/hangar building and the second parking lot is to the south of the hangar. Areas include automobile parking lot, sidewalk, and aircraft taxiway. Contractor shall be responsible for the parking lots, including sidewalk areas. Do not block fire hydrant. The State of Alaska will provide snow removal for Lear Court (frontage road that provides access to the facility). Their snow removal equipment occasionally continues through the parking lot and turns around inside the gate area. They may plow snow from the center of the parking lot and deposit it on the right hand side parking spaces. (Looking north). Contractor is expected to clean up this snow accumulation as part of the contracted services. There is a manual gate at the north end of the parking lot. Contractor will be given access code. Gate must be closed upon completion of services. A.3 Aircraft Ramp Tie Down Area: The contractor is responsible for plowing the entire aircraft taxiway and aircraft tie down parking areas. If aircraft are parked on the ramp, contractor shall plow around each aircraft staying~ at least six feet away from the front, rear and wing tips of each aircraft. Do not attempt to plow close to aircraft or go between aircraft unless there is the six-foot spacing from either aircraft (minimum 12 feet between any two parked aircraft).Electrical hook up posts are located on the east property line used for plugging in aircraft heaters. Do not plow between electrical hook up posts and any aircraft parked along the east property line border. Electrical extension cords may be plugged in to both power and aircraft heaters. All electrical receptacles will be marked with orange snow sticks for visibility. Do not block the area adjacent to any exit doors along the Admin Building.Do not make contact with chain link fence.Do not block gate to storage yard at north end of taxiway area. Do not block fire hydrants. There is an aircraft gate that is electrically operated at the cast end of the ramp area. Contractor will be given access code and instructions on switching off for plowing operations. Gate must be re-activated upon completion of services. A.4 Snow Storage Areas: There are four snow storage areas. See attached site plan for locations. 1. There is a small area for snow storage in the SE corner of the office parking lot area. Snow may be stored in this area provided it does not go beyond the typical length of the parking lane, and up to the first overhead light fixture. There are three areas for the aircraft ramp and taxiway areas. 2. The primary area is in the north east corner of the ramp area 3. The second area is north of the old Hangar building. 4. The third is an area approximately 160 feet by 30 feet along the south fence. Do not block storage yard gate area or make contact with fence. Early snow removal efforts must ensure that snow is moved well into the storage area to allow for subsequent accumulations. There is an active ramp that leads to and from Lake Hood and the paved taxi way. This area must be kept open and not blocked. This includes accumulations in the designated storage area to allow wing tip clearance. Initial consolidation shall be the contractor's responsibility. The Government will consolidate snow in the storage areas, when cumulative accumulations exceed the capability of typical 3/4 Ton Snowplow truck. A.5 Snow Plowing Services Frequency: Services shall be required on an automatic basis for all accumulations of two inches or more. Snow removal shall be completed not later than 6:00am Monday through Friday, except Federal Holidays. Weekend snow may accumulate until Sunday and be removed prior to the next business day. Weekend/Holiday snow may accumulate until Sunday and removed prior to the next business day if accumulation is 6" or less. Weekend/Holiday accumulation over 6" will be paid at the accumulation on day of plowing. For Billing and payment purposes snow accumulations measured at Anchorage Stevens International Airport shall be used to resolve any differences as to a given snowfall. A.6 Sanding Services: Upon request, the contractor may be tasked with sanding of automobile parking areas as well as sidewalks and pedestrian walkways. The sidewalk is on the West Side of the automobile parking area, from fence to landscaping area. Pedestrian walkway is an area south of the aircraft hangar to the east entry door and 10 feet wide area between the New and Old Hangers. Do not use pea gravel, Masonry sand is acceptable, vendor can propose an alternative but it must be approved by the COR before use. Proposal should indicate type of aggregate to be used. Also indicate if application is mechanical or by hand. A.7 Snow -Hauling and Removal: Upon request, the contractor may be tasked with the removal of accumulated snow from storage areas. Contractor shall provide all labor and equipment to load, remove and dispose of snow. Payment shall be upon each truckload hauled off site and disposed of. Minimum size of truck shall be 12 cubic yards. Payment shall be based upon a truckload basis using snow disposal tickets or other satisfactory method of documenting each trip. Snow disposal site is contractor's responsibility, including payment therefore. Snow removal shall not be ordered unless removal task is greater than 20 truckloads. Snow shall be removed within ten working days from date service requested, unless otherwise mutually agreed upon. Snow may be removed during daylight or night time, as agreed upon at time of tasking. A.8 Sweeping: Upon request sweeping (removal of sanding debris) of the entire parking and ramp area will be required in the spring after all the snow has melted from the area to be swept. B.
