PLEASE NOTE THIS COMBINED SYNOPSIS / SOLICITATION ANNOUNCEMENT SUPERSEDES THE PREVIOUS PRE-SOLICITATION NOTICE. This is a combined synopsis and solicitation for commercial services is prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The U.S. Geological Survey, Coastal and Marine Geology Program in Santa Cruz, California, have a requirement to collect and provide high-resolution aerial imaging in support of the Sediment Fate and Transport Demonstration Project at the Tijuana Estuary, California. The goal of this project is to measure and describe the pathways and processes of fine sediment dispersal from beach into nearshore. Aerial imaging will be important tool to assess the sediment pathways during different environmental conditions (waves, winds, currents, etc.) as determined by the broader USGS sampling and analyses in this project available at: http://www.scc.ca.gov/webmaster/project_sites/tijuana_river/science_plan_v5.pdf. The scope of work consists of multiple aerial imaging over-flights conducted between October 2008 through March 2009 with the purpose of mapping the distribution of suspended sediment in nearshore waters of the study area. 0001 Aerial Remote Sensing 0001AA Aerial Remote Sensing - Flights estimated 15-20 flights0001AB IN SITU Spectrophotometry estimated at 2 days This Combined Synopsis / Solicitation document contains incorporated provisions and clauses in effect through Federal Acquisition Circular 2005-27, dated 17 October 2008. The quotation number for this acquisition is 09WRQQ0012 and is issued as a request for quote (RFQ). This is 100% set-aside for small business. The North American Industry Classification System (NAICS) code is 541370, Surveying and Mapping (except Geophysical Services) and no numbered notes apply, with an applicable size standard of $4.5M. QUOTATION INSTRUCTIONS: Quotations may be submitted electronically, by email, to the Contracting Officer at sklingler@usgs.gov, no later than the closing date of this request for quotation. STATEMENT OF WORK: The U.S. Geological Survey, Coastal and Marine Geology Program in Santa Cruz, California, have a requirement to collect and provide high-resolution aerial imaging in support of the Sediment Fate and Transport Demonstration Project at the Tijuana Estuary, California. The scope of work consists of multiple aerial imaging over-flights conducted between November 2008 through March 2009 with the purpose of mapping the distribution of suspended sediment in nearshore waters of the study area. Aerial imaging must be obtained from a radiometric sensor with at least 10-bit resolution (1024 levels of output) from at least 4 independent channels. Channels must be customizable to any wavelength within the visible and near-infrared (NIR) portion of the spectrum (i.e. 400 to 950 nm) and have high signal-to-noise ratios. Further, the imaging will include thermal infrared (TIR) to evaluate the water temperature of the ocean water. The vendor will also provide a portable spectrophotometer to be used in the initial stages of the project to optimize the aerial sensor data collection for the sediment of interest. The USGS will provide sediment and shiptime for these analyses. Aerial imaging will be provided from at least 32 32' N to 32 34' N latitude and 117 07' 22" to 117 10' W longitude, an area of approximately 15 square kilometers, which includes portions of Mexican waters. The vendor will need to prior approval from the International Boundary Waters Commission to be able to fly in this study area. The vendor will provide all equipment, fuel, and support for the flights, imaging, and data summary. Aerial imaging will shall occur on predetermined date, as scheduled with the technical liaison, so that the flights coincides with USGS sampling by boat. Data will be provided as mapped grids of the radiometric output from each sampling at a spatial resolution of at least 5 m. It is estimated 15-20 data collection flights will be required. The period of performance is 03 November 2008 through 31 March 2009. 52.212-02 - EVALUATION - COMMERCIAL ITEMSJANUARY 1999 (a) The Government will award a contract resulting from this request for quotation (RFQ) to the responsible vendor whose offer conforming to the RFQ will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate vendors: (i)Technical capability (ii)Availability (iii)Price Technical and availability, when combined, are somewhat more important, when compared to price. (b) Options. The Government will evaluate quotations for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an quotation is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful vendor within the time for acceptance specified in the offer, shall result in a binding purchase order without further action by either party. Before the quotation's specified expiration time, the Government may accept an quotation (or part of an quotation), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. 52.900S-1178 - WAGE DETERMINATION INCORPORATION OCTOBER 1997 In the performance of this contract, the contractor shall comply with the requirements of U.S. Department of Labor wage determination number WD 95-0222 (Rev.-26) dated 06/03/2008.
