Description
This is a combined synopsis/solicitation for commercial itemsprepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued separate from this announcement. Solicitation DE-RQ65-09WG80957 is issued as a Request for Quotation. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-27. A fixed price contract will be awarded using Simplified Acquisition Procedures. This solicitation is 100% small business set-aside. The North American Industrial Code (NAICS) is 335311 and the business size standard is 750 employees or less. COMMERCIAL ITEM SPECIFICATION 34.5kV TRANSFORMER The U.S. Department of Energy, Western Area Power Administration, Desert Southwest Customer Service Region requires: 34.5 kV Distribution Transformer (2 bushing) - 75 KVA, 34400 - 240/480 V, 200 BIL, % IMP --- 3.7 HV windings --- Copper LV windings --- Aluminum. Manufacturer --- Howard Industries #006181067032 OR EQUAL. Quantity: 3 EACH. See attached detailed pictures. FOB Destination to zip code 85005, specific address shall be furnished upon award. The following FAR clauses and provisions are applicable to this acquisition. FAR Clause and Provisions, 52.203-3, Gratuities, 52.212-1, Instructions to Offerors Commercial Items, 52.212-2, Evaluation Commercial items applies to this acquisition. The Government intends to award to the responsible contractor whose quotation is the most advantageous to the Government, considering price and technical specification compliance. Contractor shall submit with their offer, 2 (two) copies of product drawings and information data of product offered if providing an or equal for the intention of offer evaluation. Offerors should include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Item, 52.212-4, Contract Terms and Conditions Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items found at http://farsite.hill.af.mil/vffara.htm. Written quotes and the above required information are due November 5, 2008 by 12:00PM local time to Department of Energy, Western Area Power Administration, Desert Southwest Region, P.O.
