- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Pennsylvania National Guard has a requirement for commercial grade electric washing machines and dryers for the support of mission functions for the 166th Regiment at Fort Indiantown Gap, Annville, Pennsylvania. The Solicitation Number is: W25KYF8276N0001. The Solicitation is issued as a Request for Quotation (RFQ). Quotations are due on Monday, 3 November 2008 at 1100 HRS (11:00 am) EST at DMVA, Bldg. 0-48, USPFO-PA, P&C, Attn. M. Brown, Room 242, FTIG/Annville, PA 17003-5003. The preference is for Quotations to be submitted via e-mail to: mike.v.brown@us.army.mil. The Government expects an award to be made the week of 3 November 2008. NAICS Code is: 333312. Alternate NAICS Codes are: 423610, 423620 & 423950. The small business size standard is 500. This solicitation is set-aside for service-disabled veteran-owned small business participation in accordance with FAR 19.1405. In accord with FAR 52.212-2(a), the Government will award a contract from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: price; warranty terms; estimated unit service life; delivery date; and conformance with the requirements of this solicitation. F.O.B. Destination, within Consignees Premises. Offers/Quotations submitted on a basis other than FOB Destination, within Consignees Premises will be rejected as nonresponsive. The ship to location will be Buildings 8-72 & 8-73, Fort Indiantown Gap, Annville, PA 17003-5003. THERE IS NO LOADING DOCK AT THESE FACILITIES. The successful offeror will be responsible for providing any material/equipment to accomplish delivery. Additionally, both facilities are four (4) floor buildings with elevators. ITEMS 0001 and 0002 will be delivered to one (1) room on each floor of each building, a total of eight (8) rooms. Necessary water hookups, electrical outlets and venting are present. This RFQ is being conducted as a commercial item procurement using Simplified Acquisition Procedures (FAR Part 13). No paper copies of this solicitation will be provided. Contract financing will NOT be provided for this acquisition. The Government reserves the right to not make an award at all. This RFQ has five (5) line items. A Firm Fixed Price (FFP) type purchase order is anticipated. Except for ITEM 0003, Per Unit Pricing should be provided for each line item. ITEMS 0001, 0002 and 0003 must be quoted. ITEM 0004 and ITEM 0005 are optional. ITEM 0001 Qty: 47 - Commercial Washing Machine Commercial grade electric washing machine; non-coin operated; 120 volts; 60 hertz; stainless steel tub/basin/basket; maximum height 45 in.; maximum width 30 in.; maximum depth 30 in. ; load capacity minimum 15 lbs; together with all parts necessary for installation. Units to be ENERGY STAR QUALIFIED - Standard capacity: 1.6 cubic feet or greater, a Modified Energy Factor (MEF) of 1.72 or greater, & a Water Factor (WF) of 8.0 or lower. ITEM 0002 Qty: 47 - Commercial Dryer Commercial grade electric dryer; non-coin operated; voltage 220 volts; 60 hertz; stainless steel or appropriate interior; maximum height 45 in.; maximum width 27 in.; maximum depth 30 in.; load capacity minimum 15 lbs; together with all parts necessary for installation. ITEM 0003 Qty: 1 - Installation Hook-up/connection and leveling, if applicable, of all ITEM 0001 and ITEM 0002 units in accordance with manufacturers instructions. ITEM 0004 Qty: 47 - Optional Extended Warranty for ITEM 0001. ITEM 0005 Qty: 47 - Optional Extended Warranty for ITEM 0002. Responsive quotes shall provide detailed product information for ITEM 0001, ITEM 0002, ITEM 0004 & ITEM 0005. An electronic copy of the owners manual in MS Word or Adobe PDF format shall be provided for ITEM 0001 & ITEM 0002. Responsive quotes shall provide standard and/or express warranty information for all items. Standard and/or Express Warranty information shall include details concerning duration and whether and to what extent parts and/or labor are covered by said warranty. If labor is included in a warranty, the offeror shall represent whether such labor will be preformed on-site. If quoting ITEM 0004 & ITEM 0005 (Extended Warranty), responsive quotes shall provide the same details as required for the Standard Warranty. For ITEMS 0001 & 0002, responsive quotes shall provide a statement concerning the estimated service life for each unit. Quotes will be evaluated on the basis of the evaluation factors listed in this solicitation and the information furnished by the offeror submitting the quote or identified in the quote and reasonably available to the Contracting Officer. THE CONTRACTING OFFICER IS NOT RESPONSIBLE FOR LOCATING OR OBTAINING ANY INFORMATION NOT IDENTIFIED IN THE QUOTE. By submission of a quote, the offeror acknowledges the requirement that a prospective awardee must be registered in CCR prior to award, during performance, and through final payment of any contract resulting from this solicitation. Responses shall include the offerors CAGE Code, any prompt payment terms, and estimated time to deliver and install all units ARO. The Government desires to have delivery and installation completed by early December, 2008.
