Description

Internal Revenue Service (IRS) intends to conduct sole source procurement with Bureau Van DIJK Electronic Publishing, Inc. The Contractor shall provide access for employees of the Internal Revenue Service (IRS) Economist Territory, Field Specialists, and LMSB to all data contained in the ORBIS database of Bureau Van Dijk for a period of six months. Data access includes, but is not limited to, proprietary and financial data for foreign tax authorities.The Government intends to solicit only one source under the authority FAR13.106-1(b), as the ORBIS database contains proprietary data and information that is not available from other sources. This is not a Request for Quote and no solicitation will be publicized. This acquisition is being solicited and awarded in accordance with FAR 13. Interested parties may provide a written response to this Notice, to be received by the IRS by no later than 1:00 P.M., October 29, 2008. Responses that clearly demonstrate the ability to meet all requirements and that are more advantageous to the Government will be considered. However the final award decision lies solely with the Government in this matter. Any questions should be directed to Margaret Baker, Contract Specialist, in writing, via e-mail:Margaret.Baker@irs.gov. If no written response is received that clearly demonstrates the ability to meet all requirements that are more advantageous to the Government, IRS will negotiate and award a contract on a sole source basis to Bureau Van Dijk Electronic Publishing, Inc.
