- CBD Notice posted on March 13, 2008, amended on March 28, 2008, April 11, 2008, April 23, 2008, May 22, 2008, June 24, 2008, July 10, 2008, July 30, 2008, August 14, 2008, August 21, 2008, September 4, 2008, September 16, 2008, September 25, 2008, October 7, 2008 and October 22, 2008. This amendment changes the Request for Proposal (RFP) issuance date from October 22, 2008 to on or about November 6, 2008. Contractor shall provide all management, supervision, personnel, materials, equipment and laboratory services necessary for the conduct and performance of survey services for Safety and Environmental Management (SEM) Program in various locations within the National Capital Region, Washington, DC. The SEM program consists of five (5) survey types: (A) combined SEM Surveys; (B) Occupational Safety and Health (OSH) Surveys; (C) Pre-lease Surveys; (D) Child Development Center Surveys; and/or OSH Program Review/Audit. Safety, Environmental and Fire Protection Branch (SEFB) surveys analyze buildings, including occupancies and intended use, to determine the risk of injury, loss of life, property, or interruption of Federal tenant mission due to the effect of fire, accidents and/or environmental incidents. The OSH surveys assure safe and healthful working conditions for GSA employees in their occupied space and at their work sites. The Child Development Center surveys identify potential hazardous conditions and procedures that may affect the safe operation of the center. Services shall be provided under an indefinite quantity, firm-fixed price contract for an initial period of one year with the Government’s option to extend services for four consecutive additional periods of one year each. Procurement Method: This project shall be procured in accordance with the procedures of FAR 15.3 - Source Selection. The Government intends on selecting multiple awardees for this solicitation. This procurement is set-aside for small businesses only. The procurement is being made under the Small Business Competitive Demonstration Program. Women-owned businesses are encouraged to submit bids and so state that they are women-owned. The NAICS code for this procurement is 541330 and the small business size standard is $4.5 million.
