Actuator that has to open/close the valve. NHA48100012542836YQ. 11. Award will be made only if the offeror, the product/service or themanufacturer meets qualification requirement at time of award, inaccordance with FAR clause 52.209-1 or 59.209-2. The solicitationidentifies the office where additional information can be obtainedconcerning qualification requirements and is cited in each individualsolicitation. The proposed contract action is for supplies or services for which theGovernment indends to solicit and negotiate with only one source underthe authority of FAR 6.302. Interested persons may identify theirinterest and capability to respond to the requirement or submitproposals. This notice of intent is not a request for competitiveproposals. However, all proposals received within forty-five days(thirty days if award is issued under an existing basic orderingagreement) after date of publication of this synopsis will be consideredby the Government. A determination by the Government not to competewith this proposed contract based upon responses to this notice issolely within the discretion of the Government. Information receivedwill normally be considered solely for the purpose of determiningwhether to conduct a competitive procurement. The solicitation will be available for download on the release date fromwww.fedbizops.gov. No telephone requests. Hardcopies of thesolicitation will not be sent from this office. While pricewill be a significant factor in the evaluation of offers, the finalcontract award decision may be based upon a combination of price andpast performance factors as detailed in the solicitation. Note: AnOmbudsman has been appointed to hear concerns from offers or potentialofferors during the proposal development phase of this acquisition. Thepurpose of the Ombudsman is not to diminish the authority of the programdirector or contracting officer, but to communicate contractor concerns,issues, disagreements, and recommendations to the appropriate governmentpersonnel. When requested, the Ombudsman will maintain strictconfidentiality as to source of the concern. The Ombudsman does notparticipate in the evaluation of proposals or in the source selectionprocess.
