- Description
- The U.S. Environmental Protection Agency (EPA) has a requirement to purchase a vertical/horizontal small engine test stand for the Office of Transportation and Air Quality (OTAQ), Laboratory Operations Division, in Ann Arbor, MI. The small engine test stand must be capable of testing small, handheld, two-stroke, spark ignited engines. At a minimum, the test stand shall include a four quadrant dynamometer, an external static power amplifier or dynamometer drive, an isolation transformer, a zero speed directional encoder for speed detection, a torque measurement system for sensing load, calibration arms and weights for horizontal position calibration, a calibration pulley or equivalent system and weights for vertical position calibration. The system shall be compatible with existing control equipment and shall be capable of a range of operation from vertical to horizontal for simulating manufacturer specified mounting angles. In addition, the system shall be capable of simulating the small engine cycle for engines ranging from 0.5 kW to 3.5 kW. The North American Industry Classification Code (NAICS) is 334519. This procurement will be conducted under the authority of FAR Part 12, Acquisition of Commercial Items. The requirement is a 100% set-a-side for small business concerns. Award will be made on a Best Value basis. The Government anticipates award of a Firm-Fixed Price type contract.
