- This Presolication notice replaces the Presolicitation Notice for solicitation number FA8219-08-R-50287 posterd Sept 17, 2008 The Air Force has a research and development requirement to mature and demonstrate available technologies in a Large Class 92 inch diameter Stage II Solid Rocket Motor (SRM) and to demonstrate a potential Family of Motors capability applicable to future propulsion systems. The contract constructs include 3 Phases, the basic with two options which represent a phased approach to accomplishing the total mission requirement over a period of 48 months. The program is conducted under the Intercontinental Ballistic Missile (ICBM) Propulsion Application Demonstration/Validation funding to support the demonstration of technologies applicable to future strategic programs. The effort is directed toward a Stage II static firing demonstration of a 92-inch motor based on a specific criterion for size and performance. This program will fabricate one (1) case for burst testing and four (4) motors as follows: two (2) static test Demonstration Motors; one (1) Fight Test Stage and one (1) Aging Surveillance Motor. Specific requirements for this contract include: 1. Performance Criteria: a. Provide an ideal delta velocity (assuming zero g and zero drag) of no less than 7,000 feet per second to a mass of 38,500 lbm. 2. Design Criteria: a. The nominal diameter and length of the motor shall be 92-in. and 250-in., respectively. b. Stage mass including the 1/2 inter-stage, raceway, external insulation and all associated stage hardware should not exceed 65,000 lbm. c. Design life shall be a minimum of 20 years with a goal of 35 years. d. The motor case shall employ the same domestic fiber as the AFRL FY08 Family of Motors Demonstration Program (which is qualifying a domestic material in a large class (92-in.) motor case). e. The thrust vector actuation (TVA) system shall employ electromechanical actuators. f. Design and manufacturing processes shall be limited to technologies demonstrated in an applicable motor test firing and have an assessed Technology Readiness Level (TRL) of 6. g. The stage design shall include: a. A flight configuration raceway b. External insulation (for base heating and aerodynamic environments) c. Provisions for installing Range Safety certified flight termination / stage destruct hardware d. Other stage hardware e. Accommodations for accessibility (access panels) for maintenance and inspection Contractor will require access to classified material in the performance of this contract. Contractor shall adhere to the regulations and controls for classified material in DOD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM). Contractor shall perform classified activities as set forth in contracts DD Form 254.
