- Synopsis for Circuit Breaker Kits for KC-135 Aircraft 1. Estimated Solicitation Issue Date and Closing/Response Date: Est. Issue Date: 5 Nov 08 Est. Close Date: 5 Dec 08 2. RFP: FA8105-09-R-0001 3. PR: TBD 4. Nomenclature/Noun: Circuit Breaker Kit 5. NSN: 1560-K0-186-078HFL 6. P/N: N/A 7. Appl: KC-135 Aircraft 8. AMC: 1 9. History: N/A 10. Description: This effort is to build Circuit Breaker (CB) panel kits for the C/KC-135 aircraft, per attached drawings. All parts and materials will be supplied by the contractor and must meet Air Force Specifications. Initial delivery of the CB kits must be not later than 5 months after acceptance of the contract. The kits must be delivered to building 560 at Tinker AFB as separate kits Required Delivery: TBD 11. No telephone requests please. Only written or faxed requests received directly from the requestor are acceptable. All responsible sources solicited may submit a bid, proposal, or quotation, which shall be considered. Note: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Interested parties are invited to call Ombudsman at (405) 736-3273. DO NOT CALL THIS NUMBER FOR SOLICATION REQUESTS. Under the authority of FAR 6.100, the proposed contract action is contemplated for Full and Open Competition. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 45 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All contractors must be registered and approved through the Joint Certification Program (JCP) prior to any release of technical information. Information for registering is provided through FEDTEDS online at www.fedted.gov. FEDTEDS will verify both through the Procuring Contracting Officer and JCP that the companies are Export certified prior giving permission to download. Based on market research, the Government is not using the policies contained in FAR Part 12 (Acquisition of Commercial Items) in the planned solicitation for the described supplies or services. However, interested parties may identify to the contracting officer, their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. 12.
