- NAICS Code: 541620 The overall objective of this study is to estimate mean levels of mercury and PCBs in approximately 20 of the most commonly consumed fish species and the frequency with which composite values exceed action levels for mercury and PCBs. The purpose of this work is tostatistically analyze the raw data that EPA generated for mercury and PCBs from seafood from the New Fulton Fish Market. The contractor shall analyze the data provided by the EPA and generate a report documenting the data analyses and study findings for the FFM study. The contractor shall perform descriptive summary statistics (mean, median, minimum, maximum, standard deviation, range and variability) for average mercury and PCB levels for each species, vendor, and origin for which the EPA provides data. Also, the contractor shall generate an array by species of the number of samples above and below Mercury and PCB action levels. All analyses and findings will be documented in the report. The report will include text, tables, and graphical plots. 4. STATEMENT OF WORK The contractor shall conduct the following tasks. 4.1 Task 1: Prepare Workplan 4.1.1Task 1 Description The contractor shall prepare a Workplan, including an estimate, and submit it to the EPA for approval within 10 business days of receiving this work assignment. The contractor shall not begin Task 2 until the Workplan has been approved by the EPA. The Contractor may propose additional analyses that may provide additional insight into these data as well as specific graphical displays. The Workplan will specify an analysis approach. The EPA will provide the contractor with the study's Quality Assurance Project Plan (QAPP) with the work assignment. The QAPP was developed in accordance with the document EPA Requirements for Quality Assurance Project Plans, EPA QA/R-5. The Quality Assurance Project Plan (QAPP) describes the overall study methods and standard procedures including the quality assurance (QA) and quality control (QC) procedures used during data collection, preparation, and tissue analysis for the Study of Mercury and PCBs in Seafood from the New Fulton Fish Market. Section 9.4 of the study's QAPP only briefly summarizes how raw laboratory data will be examined and does not provide details about the statistical measures and QA procedures for the data summary analysis. 4.1.2Task 1 Deliverables 1.1Workplan 4.1.3Task 1 Acceptance Criteria The deliverables from this task will be accepted when they are judged to fully satisfy the requirements specified for this task. This judgment will be made by the TPO: however, the TPO may rely in part on input provided by the Exposure Team of NCEA/ORD. A draft of the results and a final version shall be delivered to the TPO. A single electronic copy of the results shall be delivered to the TPO. The Contractor shall provide all documentation in MS Word. 4.2Quality Assurance Project Plan The contractor shall prepare an EPA compliant Quality Assurance Project Plan (QAPP) that will address data analyses and submit it to the EPA for approval within 10 business days of receiving approval of the workplan. A QAPP template for data analysis is being provided in attachment A of this SOW. The Contractor shall develop a QAPP that is approximately 5 pages (no more than 10 pages), and addresses the sections outlined in the template (JQM/QAPP) provided. The contractor shall not begin Task 3 until the QAPP has been approved by the EPA. 4.2.2Task 2 Deliverables 2.1Quality Assurance Project Plan 4.2.3Task 2 Acceptance Criteria The deliverables from this task will be accepted when they are judged to fully satisfy the requirements specified for this task. This judgment will be made by the TPO and the EPA QA Manager. A single electronic copy shall be delivered to the TPO. Signatures are required on the QAPP and should be either faxed or scanned and emailed to the TPO. The Contractor shall provide all documentation in MS Word. 4.3Task 3: Analyze Data 4.3.1Task 3 Description The EPA will provide the contractor with a CSV file or MS Excel file on mercury concentrations for 225 samples and data on PCB concentrations for approximately 50 samples. All measurement data represent an average for multiple specimens as stated above and as specified in the Quality Assurance Project Plan: Sample Collection, Composite and Analysis for a Study of Mercury and PCBs in Seafood from the New Fulton Fish Market, May 2008. The contractor shall evaluate all data for acceptability and quality prior to analysis. The contractor shall review the EPA data to determine if any data was corrupted during the data transfer. Data evaluation results shall be reported to the EPA and documented. The contractor shall analyze the data and calculate descriptive summary statistics (mean, median, minimum, maximum, standard deviation, range and variability) for mercury and PCB levels by species and by wholesaler. Where the dataset contains the origin of the fish, include origin in the summary statistics. The contractor shall generate an array of the data for each species showing the sample results above and below known mercury and PCB action levels. This will provide an estimate of the proportion of composite samples that exceed the action level. Analyses will examine distributions and variability of measurement results by species, species size and weight. The Contractor shall analyze results by species based on origin or waterbody, when possible. The Contractor shall evaluate the market reported species common name to the DNA sequenced species common name. The Contractor shall provide an assessment of measurement error with the duplicate sample analysis results. Where appropriate, confidence limits for overall mean levels by species will be calculated. The contractor shall generate graphs and tables. 4.3.2Task 3 Deliverables 3.1Draft Hg & PCB analyses3.2Final Hg & PCB analyses 4.3.3Task 3 Acceptance Criteria The deliverables from this task will be accepted when they are judged to fully satisfy the requirements specified for this task. This judgment will be made by the TPO: however, the TPO may rely in part on input provided by the EPA Fulton Fish Project Team. A draft of the results and a final version shall be delivered to the TPO. A single electronic copy of the results shall be delivered to the TPO. The Contractor shall provide electronic files in MS Excel spreadsheet, or another format used by the USEPA and a second output format in ASCII text delimited format. The contractor shall provide all documentation and any summaries/reports in MS Word and/or MS Excel and all programs and output of distribution analyses in either MS Word or ASCII text files. 4.4Task 4: Report Preparation 4.4.1Task 4 Description Upon completion of Task 3, the data analysis, the contractor shall prepare a report documenting and transmitting the results of the analysis. The report shall include the following: i.Executive summaryii.Description of the study: sample collection, sample preparation, and tissue analysis, and data management, as described in the EPA Study QAPP.iii.Description of the statistical approach (performed on this order)iv.Tables in spreadsheet format with the results of the analysesv.Graphs, Plots, and Chartsvi.QA/QC proceduresvii.Summary of the findings 4.4.2Task 4 Deliverables 4.1Draft Report4.2 Final Report 4.4.3Task 4 Acceptance Criteria The deliverables from this task will be accepted when they are judged to fully satisfy the requirements specified for this task. The TPO will provide written comments of the draft Report to the contractor who shall discuss the comments on the draft report with the TPO before finalizing the report. This judgment for accepting the reports will be made by the TPO: however, the TPO may rely in part on input provided by other EPA scientists. The final report shall be delivered in electronic format (Microsoft Word and PDF format) to the TPO and five hard copies will be mailed to the TPO. 5.Reporting Requirements The contractor shall provide monthly electronic updates and summaries to the EPA Task Manager. Conference calls with the TPO shall occur after significant updates are received. Additional clarification will be provided, as needed, to the contractor by email. Reports shall address task progress including accomplishments, expenditures, and expected progress for the next reporting period, problems or delays. The contractor shall notify the EPA TPO by phone, as well as in writing, about delays or problems as they arise. 6.Other Requirements Numbers of copies and specific media for deliverables are specified in the deliverable acceptance criteria sections for individual tasks. No government furnished equipment will be used. The contractor is not expected to participate in meetings at EPA. Travel is not anticipated.
