Description
SOURCES SOUGHT FOR HUBZONE, SDVOSB AND SMALL BUSINESS CONCERNS FOR SOLICITATION NO. HSCG82-09-B-3WCA07 The U.S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone concern, Service-Disabled Veteran-Owned Small Business Concern (SDVOSB), or Small Business Concerns. Estimated construction price range is between $500,000.00 and $1,000,000. Performance period is 180 calendar days. The applicable North American Industry Class System (NAICS) 2007 code is 237990. The small business size standard is $31 million. Bid, payment and performance bonds are required. The project work location is in the U.S. Coast Guard Station St. Petersburg, Pinellas County, Florida. The project work includes but not limited to; providing labor, equipment tools and materials to provide and install (2) 10 foot wide by 80 foot long concrete floating piers, piles and associated gangways for the small boat mooring. Installation of new shore-tie power, lighting and potable water systems on new concrete floating piers. Construct new 120 foot long steel pipe/sheet pile wave attenuator structure. Contractor shall also provide approximately 325 loose cubic yards of rip rap protection at the base of existing bulkhead and new attenuator wall, install a new gasoline fueling system consisting of a 3,000 gallon above ground storage tank, (2) fuel dispensing units with internal hose reels and all associated piping, leak detection and containment. The solicitation in its entirety and any amendments will be available at no charge online at http://www.fbo.gov under the above solicitation number. At the present time, this acquisition is expected to be issued as a Small Business set aside. However, in accordance with FAR 19.1305, if your firm is HubZone certified or 19.1404, if your firm is SDVOSB and intends to submit an offer on this acquisition, please respond by e-mail to Odalys.McGee@uscg.mil or by fax at (305)-278-6696. In the response please include the following: (a) a positive statement of your intent to submit a bid for this solicitation as a prime contractor; (b) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers; (c) past performance references with points of contact and phone numbers. At least two references are requested, but more are desirable. Contractors are reminded that should this acquisition become a HUBZone set aside or SDVOSB Small Business, FAR 52.219-3, Notice of Total HUBZone Set-Aside or 52.219-27, Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside, will apply, which requires that at least 50 percent of the cost of personnel for contract performance be spent for employees of the concern or employees of other HUBZone small business concerns. Your response is required by November 7, 2008. All of the above must be submitted in sufficient detail for a decision to be made on a HUBZone or Service-Disabled Veteran-owned Small Businees set aside. Failure to submit all information requested may result in a small business set-aside. A decision on whether this will be pursued as a HUBZone or SDVOSB small business set aside, or a Small Business set aside, will be posted on the FedBizOps website at http://www.fbo.gov/.
