- Under Statutory Authority 41 USC 253 (c )(5) and 38 U.S.C. 1720 the Government anticipates entering into sole source acquisition negotiations for placement and services of eligible veterans into two nursing home facilities located in Minneapolis, MN as follows: Extendicare Homes, Inc d/b/a Trevilla of Robbinsdale/Robbinsdale Rehabilitation Centre, 3130 Grimes Avenue North, Minneapolis, MN 55422-3217 and Extendicare Homes, Inc d/b/a Park Nursing an Convasclent Center/Park Nursing and Rehabilitation Center, 4415 West 36 street, Minneapolis, MN 55416-4854. This acquisition is for VA Medical Center Minneapolis, MN, VISN 23. The Basic Ordering Agreements will be set up for a base year with 4 one-year options. The above authority is cited and justification made based on the determination that the Governments minimum needs can best be satisfied by services available from one source in a specific area of responsibility. This action is for services which the Government intends to solicit and negotiate with only one source under FAR 6.302-5 and under commercial item format prepared in accordance with the format in Federal acquisition Regulation (FAR) 13 as supplemented with additional information included in this notice. This notice of intent is not a request for competitive proposals, the reference /solicitation number is VA-263-09-RQ-0008 and issued as a request for quotation (RFQ) notice. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive acquisition.
