- The General Services Administration (GSA) is issuing this request for proposals (RFP) for pricing of the supply of all electricity supply commodity components up to the delivery point including energy, capacity, ancillary services, scheduling, balancing, fuel costs, and network firm transmission necessary for the firm supply of electricity to a number of Federal facilities in the service territories of CenterPoint Energy, Oncor and Oncor SESCO and AEP Texas Central Company in the State of Texas. Offeror's prices shall be submitted to GSA utilizing an internet based transaction platform provided by World Energy Solutions, Incorporated (WEXCH) at http:www.worldenergy.com. In order to compete for this contract, Bidders must respond in two ways: (1) GSA is using an electronic auction to solicit pricing information for this RFP. All pricing information must be submitted by the close of the electronic reverse auctions, which will occur as independently scheduled auctions on December 9, 2008 and run between the hours of 10:00 am EST and 2:00 pm EST. All bids must be submitted through the exchange unless a technical difficulty occurs, at which time bids can be submitted in writing by fax or e-mail and confirmed by posting remotely to the exchange. (2) Evidence of Technical Capability information to be submitted in hard copy form which must be received at Ms. Linda L. Collins, WPE, Energy Center of Expertise, 301 7th Street, SW, Room 4004, Washington, DC 20407 no later than 2:00PM Eastern time, November 25, 2008. Interested bidders are invited to call into the pre-bid conference on November 10, 2008 at 2:00 PM EST. The call-in number is 1-800-366-7242; passcode 201691. The Contracting Officer and WES will be available during this call to answer questions regarding: Solicitation terms and conditions, procurement schedule, usage information, notification procedures and the reverse auction.
