Description
NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to TSI Incorporated, 500 Cardigan Road, Shoreview, MN 55106, for the acquisition of a Cendensation Particle Counter Model 3775. TheTSI Model 3775 Condenstation Particle Counter is needed in order to use an existing TSI, Inc. Series 3080 Scanning Mobility Particle Sizer for a new laboratory measurement of particle size distribution in near real time. The TSI CPC (Model 3775) is requested with butanol as the working fluid, as other instruments in the laboratories operate with butanol as the working fluid. Without the CPC model 3775, the Series 3080 is only capable of separating particles by electrical mobility size, but not counting. The EPA has identified TSI Incorporated the only vendor capable of satisfying this requirement. In order to ensure data compatibility the circumstance permitting is FAR 13.106(B) "only one source reasonably available". The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to demonstrate contractor's ability to provide maintenance of the instrument and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
