Description
NAICS Code: 541620 541620 - Environmental Consulting Services - The U.S. Environmental Protection Agency (EPA) Office of Research and Development (ORD) intends to award a sole source fixed-price purchase order under the authority of Federal Acquisition Regulation (FAR) part 13, SimplifiedAcquisition Procedures for an analysis of mercury and PCBs in seafood from the New Fulton Fish Market. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE FOR THIS PROCUREMENT. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received by the response date of this announcement must provide evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government. All questions or comments regarding this procurement shall be addressed in writing to the Contract Specialist. The overall objective of this study is to estimate mean levels of mercury and PCBs in approximately 20 of the most commonly consumed fish species and the frequency with which composite values exceed action levels for mercury and PCBs. The purpose of this work is to statistically analyze the raw data that EPA generated for mercury and PCBs from seafood from the New Fulton Fish Market. The contractor shall analyze the data provided by the EPA and generate a report documenting the data analyses and study findings for the FFM study. The contractor shall perform descriptive summary statistics (mean, median, minimum, maximum, standard deviation, range and variability) for average mercury and PCB levels for each species, vendor, and origin for which the EPA provides data. Also, the contractor shall generate an array by species of the number of samples above and below Mercury and PCB action levels. All analyses and findings will be documented in the report. The report will include text, tables, and graphical plots. The contractor is not expected to participate in meetings at EPA. Travel is not anticipated.
