Description
Under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, the U.S. Army Research Development and Engineering Command (RDECOM) Contracting Center, Natick Contracting Division (NCD), Natick, MA on behalf of the Naval Health Research Center San Diego, intends to negotiate and award on a sole source basis with Penn State College of Medicine, Hershey, PA, for the purpose of creating a repository of samples from every cancer patient that visits Penn State. Penn State Cancer Institute/Penn State College of Medicine is the leading organization commercially available with unique expertise for the study of pharmacogenetics and with laboratory resources and facilities for molecular pharmacogenetics all under one roof. No other sources have been found to have the internal technical and subject matter capabilities to meet the requirements of this project without the need for significant outreach and collaborations across other agencies and academic institutions. The specimens collected will be used to determine individual responses to therapeutic drugs and environmental toxins with the aim of identifying gene variations, or polymorphisms that predict drug response or toxicity. The emphasis will be to identify germ-line genetic profiles that predispose individuals for optimal response to chemotherapy and/or radiation-based therapies for cancer treatment or prevention. Such tasks as the development of databases necessary for the integration of patient demographic and clinical data, the biological specimen collections, and the lab-based experimental data necessary for pharmacogenetics protocols and research initiatives; developing a strategy to accrue new patients upon first arrival to the hospital; developing detailed follow-up data on toxicity and survival will be generated on all patients and performing Targeted Genotyping of pertinent metabolic and DNA pathways will be accomplished in addition to other tasks. Any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days from the date of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirements, yet must be limited to 3 pages. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. If no responses are received, NCD will proceed with awarding a contract to the Penn State College of Medicine. Nothing herein should be misconstrued as a request for proposal.
