MARKET ANALYSIS SURVEYForSTAFFED NEXTGEN TOWER (SNT) SYSTEM ENGINEERING & CONCEPT EVALUATION ANNOUNCEMENT The Federal Aviation Administration (FAA) is seeking the commercial availability of technologies to support the Staffed NextGen Towers (SNT) and Automated NextGen tower concepts. This public announcement is being issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System Section 3.2.1.3.12. This is not a solicitation announcement. This announcement is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. PURPOSE The purpose of this market analysis is to gain a better understanding of industry, academia, and government (domestic or international) capabilities in the areas of Staffed NextGen Towers (SNT). We are seeking interested sources that are capable of immediately assisting ATO-P to research and develop the SNT concept. Sources should reply to the 15 Areas of Capability by 1 December 2008. The FAA will consider the information provided from this survey in developing our acquisition strategy and also in considering the contract vehicle type and whether it should be open competition, limited competition, small business set aside, or sole source procurement. This is not a screening information request or request for proposal. The FAA is not seeking or accepting unsolicited proposals. BACKGROUND & SCOPE OF WORK The Office of Air Traffic System Concept Development in the FAA Air Traffic Organization - Operations Planning (ATO-P) is currently conducting applied research and development on Staffed Next Generation Air Transportation System (NextGen) Towers (SNT). The Concept of Operations for the Next Generation Air Transportation System, Version 2.0 dated 13 June 2007 published by the Joint Planning and Development Office (JPDO) identifies the Staffed NextGen Tower (SNT) concept for transforming Air Navigation Service Provider (ANSP) processes and modernizing airport operations. This concept supports the need for new, modernized and expanded tower services in the future. For SNT, ANSP personnel provide surface and tower services by other-than-direct visual observation and may or may not be located at the airport. SNT enables tower services to be provided at airports that may not normally receive service under a traditional tower services paradigm, and potentially enables providing tower services to multiple airports from one location. The goal of this development is to enable an initial investment decision planned for 2011 on an FAA system that should increase throughput and safety; provide for cost-effective expansion of services to a larger number of airports; and reduce tower construction costs. This is a Market Analysis for concerning the requirements and design research, analysis, definition, and systems engineering in support of SNT. These activities shall consider operational roles and responsibilities, task information requirements, system architecture, system interfaces, and human factors issues as they relate to ANSP personnel, pilots, and National Air Space (NAS) users involved in airport operations. CAPABILITIES (Relative to the Scope of Work) A.VENDOR ORGANIZATION'S CAPABILITIES The responder, shall provide information on the below listed 15 applicable capability areas. They should discuss their knowledge of, and prior work experience concerning these areas listed below: 1. Describe any capabilities or research and development activities in the following areas in support of SNT that are applicable to your organization:a) Surveillanceb) Electronic flight datac) Arrival / departure surface management decision support toolsd) Weather integratione) Foreign object detectionf) Enhanced or remote vision 2. Describe your knowledge, skills, abilities, and experience in SNT development. 3. Describe your experience in the development, demonstration, and refinement of SNT technology and the period of time over which you have performed that work. 4. Describe your knowledge of the existing tower-related systems architecture and operations of the NAS and your knowledge of FAA NextGen operational improvements and enterprise architecture and NextGen programs such as NextGen surveillance and related broadcast services, Airport Surface Detection Equipment (ASDE-X), Terminal Data Distribution System (TDDS), Tower Flight Data Manager (TFDM), data communications, System Wide Information Management (SWIM), Standard Terminal Automated Replacement System (STARS), Common Automated Radar Terminal System (C-ARTS), En Route Automation Modernization (ERAM), and Operational Evolution Partnership (OEP) and how these relate to SNT. 5. Describe your knowledge of the air traffic control, avionics certification, cost benefit, flight operations, interoperability, and human factors issues associated with the use of SNT technology and applications, your ability to relate these issues to measurable characteristics, and your ability to develop and execute evaluation procedures for resolving conflicts between the issues. 6. Describe your knowledge, skills, abilities, and experience in arrival / departure surface management decision support tools such as conformance monitoring, electronic flight data integration, pre-departure clearance, and sequencing and spacing services. 7. Describe your knowledge of the concepts of operations for SNT and how SNT may enhance the safety, capacity, efficiency, and security of the NAS. 8. Describe, if any, your recent and relevant experience in contracting with the Federal Government, preferably with the Federal Aviation Administration in the area of SNT or similar technology, or both. 9. Describe your knowledge of existing SNT technology and your experience developing computer algorithms and display capabilities to conduct prototype demonstrations that integrate data from remote feeds to show surveillance and operational capabilities. 10. Describe current and future selection and training challenges for staffing SNT facilities. 11. Describe the methods for determining user information needs applied to the SNT concept. 12. Describe your demonstrated simulation and / or field demonstration experience related to air traffic control or related displays and procedures. 13. Describe the operational concepts, data requirements, and interfaces necessary for providing air traffic services from an SNT environment. 14. Describe the operational concepts, data requirements, and interfaces necessary to provide an integrated display of surveillance information and electronic flight data to ANSP personnel. 15. Describe the operational concepts, data requirements, and interfaces necessary to address non-nominal events (e.g., emergencies) within an SNT environment. SUBMISSION REQUIREMENTS AND INSTRUCTIONS 1) This market survey requests that a vendor submit a response to the FAA's "VENDOR ORGANIZATION'S CAPABILITIES Paragraph A" addressing the 15 applicable capability areas. Responders must include a company Point of Contact with telephone number, address, and e-mail. 2) This market survey issues one Attachment which is the FAA's "Operational Concept of Staffed Virtual Towers" for the vendors background review. 3) Requests your assertion of status as either a large or small business and your respective NAICS code. 4) Submission of Response Details Date Due: The submission should be received by 3:00 PM (EST) on December 1, 2008.
