- The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with Leica Microsystems, Inc., Bannockburn, IL 60015 pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This procurement is for one (1) each Leica M165 Stereo Fluorescence Microscope with a transmitted light rotterman contrast base and halogen light. See attached document for complete description of component parts. Unique features of this system that could not be found on other similar microscopes are as follows: 1) Coding of all image forming components, 2) 2nd Highest Numerical aperture, 3) 2nd Highest resolution, 4)Third bean path for fluorescence excitation energy, 5) Focus column has internal shocks for vibration free focus, 6) Fully integrated fluorescence shutter, 7) 2.0x objective has longest working distance of any 2.0x stereo objective, and 8) Full line of modular expansion and ergonomic accessories. Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities/specifications to the Contracting Specialist at the address stated above. This notice of intent is not a request for competitive proposals; however, all responses received within 8 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 8 days of this notice to determine whether a qualified source is more advantageous to the Government, the order will be issued to Leica Microsystems. The NAICS Code/Size is 333314/500 Emp. This procurement is to be processed using Simplified Acquisition Procedures-Commercial Item Acquisition in conjunction with FAR Part 12 Commercial Item Acquisition of Commercial Items.
