- US Department of Education (ED), Federal Student Aid, (FSA) is seeking a qualified and experienced service provider for the Operations and Maintenance of its EnterpriseInformation Technology Infrastructure. The infrastructure is composed of four primary areas: • Integrated Technical Architecture (ITA) • Security Architecture (SA), • Enterprise Service Bus (ESB), • Enterprise Portals This support is for current and future operational conditions including enhancements and upgrades to current systems. FSA’s objectives are: 1) providing ITA support services; 2) performing product evergreening/upgrading/enhancing; 3) providing Subject Matter Expertise (SME); and 4) supporting product use and troubleshooting. The purpose of this contract is to ensure continuing, comprehensive and effective maintenance, to support operation of production systems, and to support integration efforts for all Enterprise IT Infrastructure components comprising Federal Student Aid (FSA)’s modernized technology platform and architectural support services. The contract resulting from this solicitation will establish a long-term, performance-based business arrangement in support of maintaining an efficient, effective and responsive platform to host and support the infrastructure. PLEASE READ THESE DOCUMENTS CAREFULLY. All questions must be in writing addresses to the Contracting Officer using Attachment E to solicitation. A Pre-proposal Conference is planned for November 5 to 7 (depending upon availability of facilities), where the solicitation will be explained and FSA will discss offerors' concerns, suggestions to improve the solicitation, and answer questions. If an offeror decides to partner or team with another to assure best in class service for all the O&M service areas, then that offeror must also be a small business.
