Description
The Fleet and Industrial Supply Center Norfolk, Contracting Department, Philadelphia Office intends to solicit on an other than full and open competition basis a requirement to purchase nine (9) antennas with supporting signal processing capacity to provide additional sensitivity and improved imaging to be used for the experiments with the Allen Array Telescope test bed in support of the United States Naval Observatory. The procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. The Government intends to solicit and negotiate with The Search for Extra-Terrestrial Institute (SETI) for this requirement. The required supplies are to be procured on a sole source basis to SETI, the only known vendor with the knowledge and experience to provide the exact design of the antenna systems made for the Allen Array. The antennas must be identical to the other antennas! in the Allen Array in order to be integrated into the array, improving its sensitivity for the demonstration of this technology in support of USNO, Washington, DC. Interested persons may identify their interest and capability to respond to this requirement by the specified response date. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. The NAICS code is 541712 and the small business size standard is 500 employees.
