- U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Central Region Acquisition Division (CRAD), 601 E. 12Th St., Room 1756, Kansas City, MO 64106. The DOC, NOAA, Aircraft Operations Center (AOC) at MacDill AFB, Florida is seeking a one- time pilot refresher training course. The training shall be conducted at the contractor's facility. The Government intends to issue a fixed price purchase order for the pilot refresher training course. DESCRIPTION: Statement of Work: Contractor shall provide a pilot refresher training course to include, refresher academic, simulator and flight training for one (1) individual from NOAA Aircraft Operations Center at MacDill AFB, Florida. Attendee is LTJG Ronald Moyers. Schedule: Because of the operational commitments and personnel schedules, no training shall begin any earlier than January 5, 2009 and all training must be completed before March 1, 2009. Contractor and trainee shall mutually agree on schedule for training dates and times. Pilot Refresher Course Requirements: Contractor/Course shall provide: 1. Minimum of 80.0 hours of Academic Instruction to include Federal Aviation Administration Regulation (FAR) Commercial Pilot and Instrument Pilot Procedures, 2. Minimum of 4.0 hours of Instruction in a Multiengine Flight Trainer/Simulator, 3. Minimum of 10.0 hours of Dual Flight Instruction in a Multiengine Aircraft, 4. Minimum of 9.0 hours of Pre-flight Briefings/Instruction, 5. Administer a Biannual Flight Review in accordance with FAR 61.56, 6. Administer a Pilot In Command Checkflight in accordance with FAR 61.31(e)(1), 7. Administer a Multiengine Instrument Proficiency Checkflight in accordance with FAR 61.57, 8. Provide Books and Supplies for course and for training, 9. Student must have option to remain with instructor for duration of training, Contractor's firm fixed price offer for one time pilot refresher training course: $____________________________ Quotes should include written documentation of the following Contractor Requirements: 1. Must be a FAR Part 141 Certified Flight School or Agency (provide copy of certificate), 2. Provide description of the Contractor's proposed facility, structured training programs, and infrastructure to include aircraft, simulators, mechanics, instructors, etc, 3. Provide the number of students per year for the last five years that received pilot training at the facility, 4. Provide student/instructor ratio: ratio of not more than 5 to 1 is desired, 5. Provide student completion rate: a completion rate of 90% is desired. Please provide a written quote no later than 12:00 Noon on Wednesday, November 5, 2008. FAR clauses that will be incorporated into a purchase order are as follows: 52.212-1 Instructions to Offerors - Commercial Items, 52.212-3 Offeror Representations and Certifications - Commercial Items 52.212-4 Contract Terms and Conditions - Commercial Items, and 52.212-5 Contract Terms and Conditions Required To Implement Statues or Executive Orders - Commercial Items Section (b), (16), (18), (19), (20), (21), (24), (31), and (36) Contractors should submit their representations and certifications thru the on-line Business Partner Network (BPN) On-Line Representations and Certifications Application (ORCA). The BPN is the single source for vendor data for the Federal Government. Contractors are encouraged to go on-line at www.bpn.gov to complete its representations and certifications. Contractor must provide a DUNS number (http://www.dnb.com/us/) and register that DUNS number with the Central Contractor Registry database (http://www.ccr.gov) to further qualify for this purchase order. Vendor must include DUNS number on written quote. All responsible and interested firms may submit a response which, if received by the time specified above, will be considered by the agency.
