Description: (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This Request for Quotation (RFQ) is issued as solicitation, FA2517-09-T-6004. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26. (iv) This acquisition is procured as Brand Name Only and Other Than Full and Open Competition. The NAICS code for this requirement is 541511 and the size standard is $25M. A single award will be made as a result of evaluation of quotes. (v) The item listing is for Flight Explorer Professional FE Premier Subscription Service. As part of your quote submission you are required to quote to the requirements listing as written to include unit price and extended price information and include your quote expiration date (vi) The commercial item requested in this solicitation is for Flight Explorer Professional FE Premier Subscription Service and is being procured as Brand Name only. Questions regarding this quote must be submitted by COB 12:00 PM MST on 24 October 2008. (vii) Products listed shall be priced FOB destination to Peterson AFB, Colorado and the required delivery of subscription services is a twelve month period for 1 November 2008 through 31 October 2009. (viii) The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items. (JUNE 2008) (ix) The provision at FAR 52.212-2(a) Evaluation--Commercial Items (a) (JUNE 1999), applies to this acquisition. Evaluation will be based on low price meeting Brand Name according to information listed. (x) The provision at FAR 52.212-3, Offeror Representations and Certification--Commercial Items (JUNE 2008), applies to this acquisition. All vendors must be registered in Online Representations and certifications (ORCA) (https://orca.bpn.gov)) at the time of Quote submittal.
