Description
NAICS Code: 324110 In accordance with FAR Part 12 Commercial Items and FAR Part 13 Simplified Acquisition Procedures, the U.S. EPA National Vehicle and Fuel Emissions Laboratory (Ann Arbor, Michigan) requires 13,000 gallons unleaded test gasoline blended to our specifications. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, and as supplemented with additional information included in this notice. The solicitation number is RFQ-MI-09-00014 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. The NAICS code is 324110 with a size standard of 1,500 employees. The U.S.EPA requires the fuel to meet the following specifications, Technical Requirement, Attachment A and Fuel Specifications, Attachment B: Attachment ATechnical Requirement: The contractor will supply a test fuel meeting the specifications in Attachment B. Before shipping, the contractor shall send a pre-delivery sample, approximately 1 gallon, to the project officer for acceptance testing. Shipment of the test fuel will not proceed until the project officer has performed the necessary tests to determine the fuel's conformance to the specifications in Attachment B. The contractor will deliver the batch of test gasoline represented by the pre-delivery sample at a time and place specified by the project officer. Upon arrival at destination, the fuel in each compartment of the delivery tank will again be tested before the fuel is allowed to be dumped into EPA's tankage. The project officer or their designated representative has the right to reject the delivery if it does not meet the specifications. Reports: The contractor will provide a report with each delivery. The report shall address the technical specifications in Attachment B. Deliveries and Quantities: Delivery will be in bulk and dropped into tankage at EPA's Ann Arbor facility. If a company chooses to submit its Representations and Certifications online, they may do so by going to the ORCA website at https://orca.bpn.gov/. Offerors shall be registered on the Central Contractor Registration Database (CCR). If a company is not registered in CCR, they shall do so by going to the CCR website at http://www.ccr.gov. Offerors shall also provide its DUNS and Taxpayer Identification Numbers (TIN). This procurement is conducted under Full and Open Competition under NAICS code 324110 with a size standard of 1,500 employees. Award will be made using Lowest Prices/Technically Acceptable evaluation criteria.
