- This is a Request for Information (RFI). The information received will be used in assessing the availability of an air carrier to provide contractor-furnished fixed-wing aircraft with a capacity of moving a minimum of 6 passengers, a minimum of 9 passengers, and/or a minimum of 12 passengers, or cargo, or any combination thereof within the capability of the designated aircraft. The contractor shall transport passengers between San Diego, CA airfields, Lindberg Field, Montgomery Field, or NAS North Island and San Clemente Island offshore operating areas including Santa Rosa Island, Santa Cruz Island, and San Nicholas Island. One to two flights per month are estimated throughout the Blanket Purchase Agreement (BPA) period. If interested, please provide the following information: 1)For each aircraft, the aircraft type, number of passenger seats, empty weight, and maximum gross take-off weight. 2)Are you a DoD approved air carrier? 3)Are you a large or small business? 4)Estimated price per Great Circle Statute Mile (GCSM) per aircraft. 5)Where does billing begin: when you take off en route to a pickup point, or once you pick up the passengers? 6)Where would your base of operations be located? 7)Please include your company name, point of contact, phone number and e-mail address. This agency has not made a final commitment to procure the stated requirement and this RFI should not be construed as a commitment or authorization to incur costs in anticipation of such procurement. This agency is interested in obtaining responses to this RFI from prospective contractors but no contractor shall be reimbursed for providing this information; therefore, the requested information will be accepted in whatever format it is provided. All information provided by the contractor will become property of USTRANSCOM and will not be returned. Responses are requested by 27 Oct 08.
