Description
This is a Sources Sought Synopsis for the Miniature Airborne GPS Receiver (MAGR) 2000-SAASM Program. The Space and Missile Systems Center anticipates awarding a sole-source contract action to Raytheon Space and Airborne Systems, El Segundo, CA. This firm-fixed-price contract will procure approximately 586 SAASM-based MAGR 2000 (MAGR 2000-S) units for U.S Air Force, U.S. Navy and Foreign Military Sales customers over a five year period. In addition, the MAGR 2000-S will undergo an upgrade for PPS Certification for flight in national and international airspace. This contract action will be awarded to Raytheon Space and Airborne Systems as the only responsible source that can continue to produce this highly specialized equipment without the Air Force incurring substantial duplication of cost that is not expected to be recovered through competition, and as the only responsible source that can fulfill U.S Air Force, U.S Navy and FMS users requirements without experiencing unacceptable delays (10 U.S.C. 2304(c) (1)). The supplies described above will be delivered to various locations throughout the continental United States. The MAGR 2000-S is a GPS Receiver Application Module (GRAM)-based Line Replaceable Unit (LRU). The MAGR 2000-S receives, tracks, and processes the GPS signal from specified antenna subsystems and provides position, velocity, and time (PVT), and integrity information to the Host Vehicle (HV) interfaces. The 24-channel MAGR 2000-S shall comply with CI-MAGR-500B (DRAFT) and CI-GRAM-500B (DRAFT). MAGR 2000-S LRUs and SAASM-based GRAMs shall be qualified to these specifications prior to delivery. Funding for developmental cost is not included in this acquisition. Funding for the PPS certification will be included in this acquisition. Interested parties are invited to submit a Statement of Capabilities (SOC), within 15 days of posting, demonstrating their ability to deliver the above described supplies within the period, to GPSW/PK, 483 N. Aviation Blvd, Los Angeles AFB, El Segundo, CA 90245-2808 (Attn: Arlene Dudley), (310) 653-3469. The specifications for the items described above are International Trade Agreement Regulations (ITAR) controlled and marked Distribution Statement D. Interested parties desiring a copy of those specifications shall submit such requests accompanied by the Certification Number issued to it by the DLIS US/Canada Joint Certification Program (https://www.dlis.dla.mil/jcp/default.aspx) to GPSW/GPU, 483 N. Aviation Blvd, Los Angeles AFB, El Segundo, CA 90245-2808 (Attn: Matthew Segal, Program Manager), (310) 653-3102. Responses from Small and Small, Disadvantaged Businesses are encouraged. An Ombudsman, (Mr James Gill, SMC/PK), has been appointed to address concerns from offerors, or potential offerors, during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
