- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. EOEWC9RE004 is issued as a request for quotation (RFQ). To obtain a copy of the RFQ to include the Statement of Work, contact the contract specialist, Deborah Waller at (614) 693-0109 or by email at deborah.waller@dfas.mil. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-04. This requirement is being solicited as an Unrestricted Solicitation and the associated NAICS code is 541930. The requirement is for ASL Interpreting Services located at the Defense Finance and Accounting Service (DFAS), Rome, NY to include all regularly scheduled meets and on an as needed basis for one year from time of award and four option years. The interpreting service shall be performed in accordance with the Statement of Work in the solicitation. This is a total performance contract in that all contract requirements must be maintained at all times. Inspection and acceptance at destination and F.O.B. destination. The following provisions apply to include any addenda - 52.212-1, Instruction to Offers – Commercial; 52.212-2, Evaluation – Commercial Items, 52.212-3, Offeror Representations and Certifications – Commercial Items (offerors are to complete when returning their offer); 52.212-4, Contract Terms and Conditions – Commercial Items and 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders – Commercial Items apply to this acquisition. The Defense Priorities and Allocations System (DPAS) assigned rating is DOC9. Offers are due November 3, 2008 at 12:00 noon EST to Defense Finance and Accounting Service, DFAS-CSD-HCOBA/CO, Deborah Waller, Building 21, Room 2B218, 3990 East Broad Street, Columbus, OH 43213-1152.
