- Subject: Request for Quotation (RFQ) - RFQ/Solicitation No.21108 This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared with the format in the Federal Acquisition regulation (FAR) subpart 12.6, as supplemented with additional information included in the notice and the following simplified Acquisition Procedures in FAR Part 13.5. This ANNOUNCEMENT CONSITUTES THE ONLY SOLICITION: QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-7. It is NAICS code 541990, Professional, Scientific, and Technical Services. It is PSC CODE R599, Other special study & analyses. The Acquisition Services Directorate (AQD) is seeking a vendor to develop an Actual Production History (APH) pilot plan of insurance for sesame for producers in Texas and Oklahoma for the U.S. Department of Agriculture, Risk Management Agency. The resultant contract will be firm fixed price with a time and materials option for board assistance and a firm fixed price option for a training package. This is a 100% small business set-aside. Instructions on how to submit a quote and the technical criteria can be located in the RFQ in the Statement of Work attachments 2 and 3. Questions submitted via telephone calls or facsimile questions will not be entertained. Please be advised that the Government reserves the right to transmit those questions and answers of a common interest to all prospective offerors. The deadline for responses to this RFQ is 4:30 p.m. on November 17, 2008. Submissions via email are the preferred method. Due to email server and pipeline limitation, please limit size of each email with attachments to 3 MB.
