Description
The General Services Administration, on behalf of the DoD High Performance Computing Modernization Office, plans to issue a Request for Proposal (RFP) for services to support user productivity through technology transition, training and support, entitled User Productivity Enhancement, Technology Transfer and Training (PETTT). The HPCMPO was established in 1993 to perform life cycle management and acquisition oversight for the High Performance Computing (HPC) needs of the defense Science and Technology (S&T) and Test and Evaluation (T&E) communities. The purpose of the PETTT Program is to enable the flow of computational science and related technology and help fulfill the research and development objectives of the DoD high performance computing user community. PETTT will focus on enhancing user productivity through technology transition, training and support. The predecessor contract of the User Productivity Enhancement, Technology Transfer and Training (PETTT) activity has introduced tools and techniques from various computational communities and brokered collaborative activities with government agencies, industry, and academia. Support services will support the six goals of the PETTT Program: (1) Train and support new and existing DoD HPC users with the knowledge, support and tools to maximize productivity, (2) Continually improve the HPCMP computational environment through tool development, transition and deployment, (3) foster collaboration across functional, Service, Agency and national HPC communities, (4) build collaborative computational and computer science software research and development relationships with DoD science and engineering teams, (5) collaborate with DoD users in the development and deployment of key HPC applications, and (6) facilitate the application of HPC and high performance networks on new areas of interest to DoD (see PETTT Statement of Objectives (SOO) for specific details). The PETTT activity under this solicitation will further facilitate collaborations among DoD researchers and world-class institutions on computational problems of significant interest for national defense. The Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses apply to this acquisition; this procurement is being conducted in accordance with FAR Part 15. GSA intends to competitively award a Cost-Plus-Award-Fee contract with an a 2-month transition/phase-in period, a 12-month base period, four (4) 12-month option periods and five (5) 12-month Award-Term periods. The NAICS Code for this procurement is 541690 – Other Scientific and Technical Consulting Services. All vendors must be registered in the Central Contractor Registration (www.ccr.gov) in order to received Government contracts. It is mandatory that all responding vendors be registered in GSA’s IT-Solutions Acquisition System (ITSS). The RFP will be issued in ITSS. The website is http://it-solutions.gsa.gov. After review of the responses received, a pre-solicitation synopsis and formal solicitation will be published in the Federal Business Opportunities (FBO).
